The Virginia Department of Social Services (VDSS), Division of Family Services (DFS) is currently seeking a Program Manager Sr. This position, which serves as the Program Manager Sr. for the In-Home Services Program, reports to the Division of Family Services Assistant Director for Protection, In-Home Services, State Hotline, and the Office of Family Violence programs. Responsibilities include planning, developing, implementing, budgeting, and managing program regulations, policies, and procedures, as well as analyzing data and managing the legislative process based on how state and federal legislation impacts the In-Home Services Program. The role also involves monitoring and evaluating the effectiveness of services delivered through local departments of social services and federal and state funding grants. This position is responsible for managing the appropriate application and coordinated use of federal Promoting Safe and Stable Families (PSSF) funds, which aim to create a coordinated and integrated service system that strengthens families and communities. Additionally, this position manages state funds, negotiates and monitors contracts, and develops both short- and long-range plans to enhance In-Home services statewide. Collaboration with DFS programs, local departments of social services, VDSS divisions, and external community partners is crucial to ensure the well-being of children and families in Virginia. The position requires travel within and outside the state for presentations and conference attendance.

Minimum Qualifications

  • Demonstrated Child Protective and In-Home Services experience, to include leading and supervising at the local or state level.
  • Comprehensive knowledge of child welfare programs.
  • Considerable knowledge of Title IV-B and Title IV-E funding.
  • Documented experience utilizing technology and continuous quality improvement.
  • Demonstrated experience in data analysis, fiscal management, federal and state laws and regulations associated with Child Welfare, primarily Child Protective Services and In-Home Services.
  • Experience with primary, secondary and tertiary prevention services.
  • Considerable experience in applying complex federal and state laws, regulations, policies, and procedures that govern compliance requirements related to child welfare programs, particularly In-Home Services programs.
  • Considerable experience in interpreting complex federal and state laws and regulations related to child welfare funding including Title
