SUMMARY 


Responsible for training and managing HR Business Services staff duties and workloads; aligns HR objectives with MPS policies to create departmental structure and provides insight for HR Business Services, department leaders and employees in the areas of recruiting; onboarding; employee admin and support; HR compliance and training, and employee development.

Essential duties and responsibilities may include, but are not limited to, the following:

•    Manages day-to-day HR Business Services functions and operations, communicates HR department updates and goals, and delegates workloads, sets performance expectations, and monitors and measures staff performance (KPIs).
•    Provides leadership, guidance and support to HR managers, generalist staff, and MPS stakeholders on the interpretation and correct application of human resources hiring practices & procedures. 
•    Develops cross-functional partnerships across the HR division to deliver value-added service for current employees, new hires, and to advance HR and employee relations.
•    Contributes to the overall quality of the division's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures; may participate as a member of the Human Resources management team and serve as team leader on various special projects.
•    Conducts monthly meetings with Employee Relations, Benefits, Talent Acquisition, and IT departments; updates HR Business Partner staff regarding any modification to District policies, benefits changes, new hire onboarding process, and MPS systems updates.
•    Confers with District department level management to assess service needs and resolve problems; assists in the development and implementation of human resources systems and processes aimed at improving efficiency and effectiveness in the provision of HR services.
•    Classifies and evaluates onboarding surveys, new hire assessments, exit surveys, and employee feedback, to identify and discuss areas for improvement; assesses current HR Business Specialist projected workload and performs a department budget and resource analysis for director review; monitors all department processes to ensure effective delivery of HR services. 
•    Represents the department and District in meetings with other departments, governmental agencies, business and professional organizations, employee organizations and the public. 
•    Monitors developments related to functional area; evaluates their impact upon departmental operations and makes recommendations regarding improvements.
•    Maintains absolute confidentiality of work-related issues, records and MPS information.  
•    At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.

 

MINIMUM QUALIFICATIONS
To successfully perform job, incumbent must be able to perform each essential duty satisfactorily.  Requirements listed are representative of the knowledge and skills.

Education, Training and Experience Guidelines 
•    Bachelor’s Degree in Business or Public Administration, or related field; AND
•    Five (5) years of professional human resources generalist experience; OR 
•    an equivalent combination of education, training and experi
