Job Duties

The Assistant Deputy Chief directly supervises the Assistant Chiefs of the Gang Unit, Drone/Cellebrite Unit, Extradition Unit, and other assigned personnel, reporting to the Deputy Chief of OLES and acting in their stead as needed. Key responsibilities include personnel supervision, program and budget management, criminal case review, liaison with Commonwealth Attorneys and law enforcement partners, representation at departmental meetings, oversight of training initiatives, and ensuring officer and public safety through operational plan review. Additionally, the role involves maintaining the integrity of video evidence and managing administrative functions such as building maintenance, firearms storage, and evidence handling. The Assistant Deputy Chief is also tasked with analyzing law enforcement trends and recommending strategies to enhance OLES efficiency and effectiveness.

Minimum Qualifications

The Assistant Deputy Chief must be a certified law enforcement officer in Virginia with extensive experience in conducting and reviewing criminal investigations, including preparing and executing search and arrest warrants, providing court testimony, and managing diverse law enforcement operations. The candidate must demonstrate strong leadership skills, with experience supervising specialized units such as the Gang, Drone/Cellebrite, and Extradition Units, as well as managing related programs and budgets. They should have a proven ability to review criminal cases, liaise effectively with Commonwealth Attorneys and partner agencies, and represent OLES at departmental and law enforcement meetings. The role requires oversight of training initiatives to ensure compliance with standards, operational planning to safeguard officers and the public, and maintaining the integrity of video and other evidence. Additionally, experience managing administrative functions such as facility maintenance, firearms inventory, and evidence handling is essential. The ideal candidate will possess strong analytical and critical thinking skills to research law enforcement trends and recommend operational improvements, and must be capable of acting as Deputy Chief in their absence, demonstrating readiness to assume higher-level leadership responsibilities.

Additional Considerations

Advanced knowledge, coursework, training, certification, or experience in Criminal Justice or related field. Experience working within correctional law enforcement environments and familiarity with emerging technologies related to drone and digital forensics. Prior involvement in multi-agency task forces, grant management, or specialized training development is a plus. Strong skills in change management, strategic planning, and community outreach are desirable. Experience with legislative processes or policy development within a law enforcement context would be advantageous but is not required.
