Your Specific Responsibilities:

The incumbent if part of a global public health organization and is expected to support the Florida Department of Health in Polk County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Professional Engineer for the Florida Department of Health in Polk County for water programs.  Performs engineering work requiring licensure by the State Board of Professional Engineers. Duties include engineering services and support for the Interagency Agreement for the Implementation of the Florida Safe Drinking Water Act Program, technical review of permit applications, design drawings, and specifications related to public water systems design, permitting, monitoring and enforcement.  The Professional Engineer also shall provide engineering for the Florida Department of Health water programs including the Limit Use Water, Swimming Pools and Bathing Places, Well Surveillance, and well siting as needed.

 

Serves as the professional engineer responsible for permitting of public water systems (PWS) in accordance with Chapter 120, Florida Statutes (FS). and Chapters 62-4 and 62-555, FAC.  In accordance with Sections 403.861(6) and 403.862(1)(c), FS the Professional Engineer shall receive, review, evaluate, and take final action on all PWS permits and supporting documentation in accordance with Chapter 62-555, FAC.  PWS reviews shall include construction permit applications, design drawings, specification, and preliminary design reports, and the engineer shall take final action agency by issuing or denying construction permits within timeframes specified in the applicable regulations.  The engineer shall be responsible for reviewing all requests for clearance for water distribution and water treatment systems and issuing clearance notifications.  For water systems constructed without a permit, the engineer shall review plans and specifications and inspect systems for acceptance.  The engineer shall review and make a determination regarding achievement of four-log virus treatment of source water at water treatment plants.

 

The engineer shall review technical documents and drawings related to limited use water systems and swimming pools and public bathing places and evaluate documents for consistency with requirements of Chapters 64-8 and 64-9, FAC.  The engineer shall also provide technical assistance to local building departments regarding health and public safety issues with swimming pool construction activities. 

 

The engineer shall be responsible for entering and maintaining Permit Application (PA) information into the ORACLE database and accessing and reviewing permit application reports.  The engineer shall also review and maintain water treatment plant information in the Public Water System (PWS) ORACLE database.

 

Conduct sanitary surveys of public water systems to assure compliance with applicable Federal, State and County regulations.

 

Initiate enforcement action against public water system owners whose systems are not in compliance with the regulations.  This shall include speaking with the owner or operator about violations, sending noncompliance letters and performing re-inspections to check compliance.  Systems failing to retur
