About the role

We are seeking an Executive Director of Government Relations. In the Legal & Compliance Division, we assist the Firm in achieving its business objectives by facilitating and overseeing the Firm's management of legal, regulatory and franchise risk.

What you'll do in the role:

  • Assist in developing a comprehensive government affairs vision and integrated advocacy strategy, and then executing to deliver results, driving positive change for the firm;
  • Serving as a trusted advisor to the Head of Government Relations; providing critical analysis of the reputational and commercial implications and opportunities associated with policy decisions and other policy developments;
  • Helping develop and execute legislative, executive branch, and regulatory advocacy efforts for the firm's key policy positions to relevant bodies including members of Congress and their staffs and federal government agencies;
  • Educating members of Congress, Capitol Hill staff, and regulators who oversee Morgan Stanley's lines of business;
  • Keeping the firm informed to the external political environment with insights on legislative and regulatory developments, intelligence on policymaking and political activity, and guidance on how to drive positive change;
  • Working with the communications team to develop proactive messaging to inform coverage regarding issues that matter to policymakers; and
  • Promoting and protecting Morgan Stanley's operations in the U.S. by working with the firm's leadership team to advocate on public policy initiatives across the broad spectrum of issues that are relevant to the company.

What you'll bring to the role:

  • The candidate will have over 10 years of relevant experience;
  • Significant experience in public policy, government affairs, regulatory affairs or government service;
  • Exemplary public policy acumen coupled with the ability to think strategically and devise practical and solutions-oriented strategies and advocacy plans;
  • Ability to be proactive in identifying areas of risk and opportunities relative to the public policy environment. A public policy thought leader with broad credibility on a bipartisan basis. Financial services expertise;
  • Strategic relationships, based on mutual respect, in the public policy community. Demonstrated ability to educate, build coalitions, and partner with legislators, government officials, regulators, political leaders, as well as industry and community groups;
  • Policy leadership experience working in the financial services industry, including in-depth knowledge of financial services issues at the federal and state levels.
  • Deep understanding of regulatory policy and process relevant to the financial services industry and the capital markets preferred.
