Job Title: Senior Buyer

Location: Williamsport, PA (works on-site)

Reports to: Supply Chain Manager


The Senior Buyer position is a key role within our strategic plan for Supply Chain Management and will be responsible for commodity and supplier management including sourcing, planning, and procuring components that support MRP requirements based on the production schedules and customer requirements. The role requires commodity strategy analysis, RFQ and award process, and supplier negotiations. Responsible for resolving supplier performance issues and accountable for material inventory levels and cost savings targets for the commodities managed. Ensure these activities are completed on time and in accordance with company policies and departmental guidelines. Coordinate preparation of quotes in accordance with customer requests for quotes (RFQ's) for electronic assembly services. Primarily responsible for preparing the material portion of RFQ's, which includes analyzing bills of materials, specifications, supplier proposals, and other documentation to complete quote packages. What a typical day looks like:

  • Manage strategic suppliers and commodities to meet quality, delivery, and cost savings objectives
  • Create and manage purchase orders
  • Manage suppliers for purchase orders to ensure quality and on-time delivery
  • Maintain the integrity of MRP parameters (lot/order size, lead time, and safety stock)
  • Coordinate quality issues with suppliers as required
  • Work closely with manufacturing, shipping/receiving, and project management personnel to avoid any adverse production impact from supplier delivery delays
  • Set up quotes into standard quote templates for all parts to be quoted
  • Analyze, compare, and interpret detailed and sometimes poorly defined information; make sound and accurate judgments based on previous knowledge
  • MRO Buyer duties-  Procuring items for the upkeep and smooth operation of equipment, machinery, and facilities.  Managing MRO Spend.  
  • Recommend more efficient and proficient processes
  • Negotiation skills used to meet cost savings and cash management objectives
  • Full working knowledge of ERP/MRP execution to meet company requirements
  • Execute material quotation process by gathering and analyzing cost data, using Excel to summarize analyses
  • Coordinate cross-functionally with Engineering and Program Management personnel
  • Participate in customer discussions as required
  • Manage strategic customers to meet product objectives and on-time delivery
  • Military/Government purchasing responsibilities and/or management of complex customers
  • Working knowledge of Federal Acquisition Regulations (FAR)
  • Provide leadership, mentoring, and coaching to team members
  • Work independently; requesting help as needed, but managing workload to meet deadlines (including overtime when required)
  • Prepare and issue RFP's with appropriate customer flow downs, terms, and conditions.

Requirements

The experience we’re looking for to add to the team:

  • Bachelor's Degree in Business, Industrial Engineering, or Supply Chain Management preferred
  • 5-7+ years of Purchasing/Planning experience in an Electronics Manufacturing company required.
  • MRP planning system experience
  • Knowledge of supply sources and marketing conditions in various commodities.
  • Thorough understanding of operations principles (JIT, MRP, TQC, Lean, Six Sigma) required.
  • Demonstrated experience and successful results in negotiation skills and strategies.
  • Ability to work with little or no supervision.
  • Must possess a thorough technical understanding of the various commodities assigned.

Preferred:

  • APICS Certification
  • Aerospace/Defense industry purchasing experience- FAR/DFARS knowledge
