Your Specific Responsibilities:

This position performs duties as a Team lead for the Office of Long-Term Resiliency (OLTR) Operations Team and Rebuild Florida Housing Repair and Replacement Program. 

The incumbent is expected to exercise independent judgment in processing appeal requests on disputed claims filed by applicants for Community Development Block Grant Disaster Recovery (CDBR-DR) program assistance. Duties include but are not limited to:

 

  • Coordinate with other staff in identifying and establishing program policies and procedures for Rebuild Florida.
  • Conducts the eligibility review, award review, and closeout review of all project files including the evaluation of confidential documentation, for Rebuild Florida applicant files.
  • Evaluates, causes to perform, and adjudicates appellate cases within the informal appeals workflow.
  • Coordinates with the Constituent Services Manager to identify project risks and develop a plan to mitigate project risks.
  • Provides bi-weekly production reports to the Housing Manager.
  • Assists in management of the Temporary Housing Assistance Benefit Program for Rebuild Florida.
  • Track homeowners grant agreements and/or contracts from execution to close-out.
  • Maintain essential program-related documents to provide State and Federal audit support.

 

As Team Lead, this position directs the work of employees within the Business Operations unit as needed.  Assign and plans

workloads and workflows to ensure deadlines and work objectives are met.  Motivates employees to improve the quality and timeliness of services delivered.

Provides initial training for new staff and ongoing training to all appeals staff.  Assigns the caseload and monitors the cases to ensure timely and accurate completion. 

Receive and reviews appeal requests for disputed claims cases submitted by program applicants; conduct necessary investigations; schedule and administer determination meetings; notify applicants of determination date, time, location, and outcomes; produce written decisions detailing recommendations and outcomes of determination meetings; and ensure that a complete record is made of the facts and circumstances surrounding the issues involved. 

Monitor, document, and tracks appeal requests for disputed claims case determination meetings submitted by program applicants; and coordinate with the department’s Office of the General Counsel and OLTR Constituent Services team, as needed, to schedule and prepare accurate records of all cases presented to the Division of Administrative Hearings.

Provide feedback and process improvement recommendations to the Housing Program Manager and OLTR leadership regarding common issues identified in disputed claims case determinations.
