Location: Patuxent River, MD 

Salary Range: $90,000-$130,000 ***This is an estimated salary range. Compensation will be commensurate with experience***  

Clearance Level Required: Secret

Functional Description: 

  • Conduct ongoing quantitative analyses of all financial information affecting the Combat Identification investment program.  
  • Proficient in Navy Enterprise Resource Planning (NERP), Funds Allocation/Appropriation Types and constraints with regard to and the Planning Programing and Budgeting Execution System (PPBE) construct.  
  • NAVSEA experience is a must. 

Duties and Responsibilities: 

  • Serves as a liaison between BFMs at multiple NAVSEA programs and NAWC-WOLF BFM/financial analyst supporting CID/IFF.  
  • Facilitates requesting, accepting and tracking of all SCN (Ship Construction Navy) funds.
  • Works all Army funding/OCF (Other Customer Funds) to apply funds on NAVAIR Hardware contracts. 
  • Works with PMA 213 SCN team to create yearly Spend Plans. 
  • Updates weekly Spend Plans with the ZRQIS report in Navy ERP, with all incoming funds and all expenditures. 
  • Provides weekly Spend Plan updates for the PMA 213’s Weekly Obligations & Expenditures report. 
  • Enters Spend Plans into CSPT (Common Spend Plan Tool). 
  • Facilitates the WCD extension for funding documents when required and recalling of additional funds. 
  • Creates and requests all Reimbursable and Direct Cite funds, creating Funding Request Forms and modifying NAWC-WOLF Cross Command Forms. Emailing NAVSEA programs with all this information (to include SOW for DC funds). 
  • Prepares all Direct Cite Funding Request to apply NAVSEA funds on NAVAIR Hardware contracts to procure Hardware for CID/IFF, to include Funding Request, Header Info and SOW. 
  • Tracks all Hardware buys for both NAVSEA and OCF buys on separate Hardware spreadsheets. 
  • Participates in the assessment and modification of SCN financial information for data calls. 
  • Updates all financial slides for all PARM Reviews for multiple NAVSEA Program offices. 
  • Works with NAVAIR OCF comptrollers to accept Army MIPR’s and creates the Navy ERP 1300 PRs to apply OCF on NAVAIR’s CXP contract to procure hardware equipment and services.  
  • Attends multiple meetings to include Daily Muster, Weekly SCN Team, Weekly CID WOLF tag up, Bi-weekly PMA 213 BFM meeting. 

Required Experience: 


10 years of combined experience performing duties described in the functional description, with at least 5 of those years in support of NAVAIR Programs. 


Desired Experience:  

  • Proven experience in a Business Financial Manager operational or administrative supporting role.  
  • Strong communication skills and the ability to interact with senior management and various stakeholders.  
  • Highly organized with excellent attention to detail and the ability to multitask.  
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook), CSPT, PMT, and NERP (FM Role).
  • Ability to work independently and as part of a collaborative team. 

Education Requirements: 


Bachelor’s degree in related field or supplemental experience is required.
