PURPOSE OF CONSULTANCY

Department Objectives:
The Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) aims to increase health sector resilience to emergencies and disasters. PHE assists the Member States in strengthening the health sector’s capacities in prevention, reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, artificial, biological, chemical, radiological, and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide adequate relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response Policy.
Organizational Context:
Within the Health Emergencies Department (PHE), the Disaster Risk Reduction (DRR) Unit plays a strategic role in strengthening the health sector’s capacity to anticipate, withstand, adapt to, and recover from emergencies and disasters. In alignment with PAHO/WHO’s institutional commitments under the Sendai Framework for Disaster Risk Reduction, the International Health Regulations (IHR 2005), and the WHO Resolution on Urban Health Emergency Preparedness, the DRR Unit promotes a multihazard, intersectoral, and inclusive approach to disaster risk management in health systems.

The Unit provides technical cooperation to Member States to enhance policy development, institutional capacity-building, and the implementation of evidence-based interventions that reduce risks in health infrastructure. This includes supporting the design and implementation of national and subnational strategies for hospital resilience, conducting facility assessments, facilitating simulation-based learning, and promoting innovative tools such as self-paced courses, virtual reality modules, and rapid assessment methodologies.

The Unit also serves as a technical hub for coordination between countries, health authorities, and regional and global partners to ensure coherence in disaster risk governance in health. Through its initiatives such as the Resilient Hospitals Initiative, capacity-building programs, and regional monitoring of DRR indicators, the Unit contributes to PAHO’s overarching goal of ensuring continuity of essential health services before, during, and after emergencies.

In this context, the consultant supports the DRR Unit by contributing to the design, implementation, and evaluation of tools, trainings, and strategies that operationalize health resilience across the Region of the Americas. The consultant’s work also supports the institutionalization of DRR across urban settings and contributes to technical guidance, resource development, and regional cooperation. In addition, the consultant is dedicated to resource mobilization, program management, partnerships, advocacy, and information management in the field of disasters. The Consultant supports the unit’s resource mobilization efforts and supports project/program management for the DRR unit in continuous interaction with relevant staff at all levels of the Organization. The consultant also serves as the project manager for the closure of the IREP-C19, coordinating final reporting, communication products, and high-level meeting preparations.

  • Conduct financial analysis of grants, including expenditure tracking and variance analysis.

  • Support the implementation and monitoring of grants and flexible funding, ensuring timely and efficient delivery of results.

  • Coordinate the gathering and synthesis of programmatic and financial information across the Unit.

  • Collaborate with technical officers to ensure coherence and integration across inter-grammatic activities.

  • Liaise between administrative and technical staff to support alignment in project implementation and reporting.
