We have an exciting opportunity for a Senior Manager, Contracts to join Raytheon Global Contracts – Offset Management. Offset Management works across Raytheon to provide regional and policy-related offset expertise and guidance to the business, serves as interface to offset customers, negotiates and manages offset agreements, and supports the use of offsets to create international competitive advantages for Raytheon. This role will serve as an offset subject matter expert and internal advisor to the business.

This position is being offered in a remote capacity and is based on the needs of the business. The team and customers are globally diverse and there will be the occasional need to support various virtual customer engagements in different time zones.


Responsibilities to Anticipate:

  • Work across functions to develop, negotiate, and manage offset agreements

  • Partner with Raytheon’s Global Industrialization team and other offset stakeholders to draft and negotiate project proposals and agreements both with international customers (authorities) and project partners and support the business’ implementation of offset

  • Understand, develop, and communicate internal policies and procedures relating to offset and international contracting and ensure business adherence to those in all offset activities (pre and post contract award)

  • Serve as an offset customer interface and maintain excellent long-term business relationships, representing Raytheon to high level foreign ranking officials and/or customers and suppliers

  • Identify and interpret offset requirements early as possible in the business capture and processes

  • Maintaining and proactively disseminating up to date knowledge and analysis of country-specific offset requirements, policies, guidelines, historical data, and offset practices

  • Enhance Raytheon’s negotiating positions and supporting Raytheon’s overall offset strategy

  • Domestic and international travel to customer and/or Raytheon sites. Occasional short notice travel may be required

Basic Qualifications:

  • Typically requires a University Degree or equivalent experience and minimum 10 years' prior relevant experience, or an Advanced Degree in a related field and minimum 7 years' experience

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

  • Valid U.S. Passport required for international travel

  • Experience with contract and/or subcontract management, including the full-life cycle of agreement/proposal development, negotiations, and through contract execution

  • Experience with contracts and/or subcontract policy compliance

  • Prior contracting/subcontracting experience dealing with regulatory policy, including the following: Foreign Military Sales/Direct Commercial Sales (FMS / DCS), Federal Acquisition Regulation Supplement (FAR), and Defense Federal Acquisition Regulation Supplement (DFARS), Foreign Corrupt Practices Act (FCPA), or United States International Traffic in Arms Control Regulation (ITAR)

Preferred Qualifications:

  • 12 years of professional experience in any combination of international contracts, supply chain, offset, and teaming strategies, with an emphasis on international business combined with equivalent defense industry experience

  • Prior experience in establishing the contract arrangement to support cross-business strategies and teaming arrangements

  • Strong business acumen - understanding financial aspects of contracts and offset

  • Experience with international contracts and offset, particularly in Asia-Pacific region

  • Familiarity with acquisition process on Foreign Military Sales, particularly in relation to offset arrangements and considerations

  • Experience with understanding and communicating internal/external policies, and ensuring contracts and proposals are developed and managed in compliance with those policies
