Deputy Commissioner of Facility Operations

Position Overview:
The Deputy Commissioner of Facility Operations is responsible for managing the daily operations of the ten ODMHSAS behavioral health facilities across Oklahoma which includes four inpatient mental health hospitals, four certified community behavioral health clinics, and two crisis centers. This role ensures that each facility operates efficiently, safely, and in full compliance with relevant regulations. The ideal candidate will champion initiatives to enhance service delivery, optimize resource use, and elevate the quality of care for individuals receiving behavioral health services.

In this pivotal role, the Deputy Commissioner will oversee a team of executive-level staff, work closely with other agency leaders, and contribute significantly to strategic planning, policy development, and financial management. This position is vital in advancing and upholding the mission and goals of ODMHSAS.

Key Responsibilities

  • Oversee operational management of all ODMHSAS behavioral health facilities, ensuring compliance with performance standards and regulations.

  • Lead and manage a team of facility directors, providing guidance, support, and professional development.

  • Optimize resource allocation and utilization, including staffing, budgets, and equipment.

  • Implement innovative practices and technologies to enhance facility operations and service delivery.

  • Assist the Commissioner in developing and implementing policies and procedures that lead to positive outcomes for clients and consumers.

  • Supervise senior-level staff and manage business or service segments of the agency.

  • Collaborate on the agency’s legislative, administrative, and budget processes, and represent the agency to a wide range of stakeholders.

Qualifications:

  • Bachelor’s degree in Healthcare Administration, Public Health, Business Administration, or a related field

  • 10 years of experience in facility operations, with at least 5 years in healthcare-related facility operations

  • 3 years of supervisory or administrative experience

Preferred Qualifications:

  • Master’s degree or higher in Healthcare Administration, Public Health, Business Administration, or other healthcare-related field.

  • Proven track record in managing large-scale facility operations and effectively communicating and executing strategies across a matrixed organization.

  • Knowledge of federal and state statutes, regulations, and guidelines of governing agency programs.

  • Ability to lead, mentor, and manage executive-level staff and make data-driven decisions.

  • Professional Certifications: Relevant professional certifications are highly desirable, including but not limited to:

    • Fellow of the American College of Healthcare Executives (FACHE)

    • Registered Nurse

    • Currently licensed in Oklahoma as LPC, LCSW, LADC, LMFT, or similar behavioral health license

    • Lean Six Sigma Black Belt


NOTE: No substitution will be allowed for the required professional experience in a supervisory or administrative capacity.
