As our Sr. Proposal Manager, you will work with all levels of our Management, Technical Leads/SMEs, Pricing, Contracts, and Recruiting teams to manage, develop, and shape proposal strategies. You will coordinate the proposal preparation activities, from capturing competitive and unique differentiators to ultimately crafting winning proposals.
You must have professional leadership skills including superior communication and collaboration skills, and a demonstrated ability to direct and orchestrate large, multi-contractor team efforts. The successful candidate will need to be a flexible team leader who functions well in a tight deadline-oriented environment, which includes being available to work overtime, evenings, and weekends to ensure a strong delivery.

What you’ll do:
- Lead and orchestrate the development of high-quality, compliant, and competitive proposals across six major practice areas (Human-Centered Design, Applied Intelligence, DevSecOps, Cloud, Cybersecurity and Enterprise IT) and three business units.
- Drive end-to-end proposal management for large-scale proposals and support development of the team’s aptitude and alignment with MetroStar’s business development lifecycle (BDLC).
- Coach and mentor proposal contributors to strengthen team capability, collaboration, and consistency in applying best practices and proven processes.
What you’ll need to succeed:
- Eligible to obtain a Security Clearance (this requires U.S. citizenship).
- Bachelor's degree and 10+ years of industry experience; or equivalent combination of education and experience.
- You have 8+ years of experience managing Federal government proposal development and end-to-end lifecycle processes, from capture support through proposal submission.
- You have a full understanding of Shipley Proposal Development, or other proven proposal processes.
- You have a track record of leading winning proposals for large, complex, or strategic opportunities in the Federal IT space, with expertise in developing complete, concise, and compliant proposals that fully address solicitation requirements and align with evaluation criteria.
- You can lead diverse, cross-functional teams under tight deadlines while keeping projects organized, compliant, and on schedule, and you are highly detail-oriented and organized, with the ability to track complex moving parts across multiple concurrent bids.
- You are a clear and confident communicator, both written and verbal, comfortable interfacing with executives, technical SMEs, and contributors at all levels.
- You have expertise with Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint for document and version management.
SALARY RANGE: $115,000 - 147,000
The salary range for this position is determined based on qualifications, skills, and relevant experience. The final salary offered will be determined based on several factors including:
- The candidate's professional background and relevant work experience
- The specific responsibilities of the role and organizational needs
- Internal equity and alignment with current team compensation
- This role is also eligible for additional compensation, subject to the terms and policies of MetroStar, which may include:
- Performance-based bonuses
- Company-paid training and/or certifications
- Referral bonuses
