Benin is a middle-income country facing multiple challenges in ensuring the rights of every child. Ranked 158th out of 191 countries on the Human Development Index (UNDP, 2021/2022), it experiences significant disparities between urban and rural areas, and between girls and boys. Since 1977, UNICEF has been working closely with the government, civil society, technical and financial partners, young people, and communities to improve access to education, health services, protection, water, sanitation, nutrition, and social policies that benefit children.
The 2024–2026 cooperation program places particular emphasis on girls’ education, protection from violence, community health, and the fight against child labor. With a presence on the ground through its offices in Cotonou, Natitingou, and Parakou, UNICEF stands alongside the most vulnerable communities to ensure concrete and sustainable results.

How can you make a difference?
The purpose of this consultancy is to :
- Support sections in results‑based reporting, proposal development, grant amendments, and compliance with donor conditionalities.
- Strengthen donor stewardship through timely, high‑quality, evidence‑based reporting.
- Support resource mobilization efforts by compelling proposals.
- Ensure effective use of UNISON for partnership workflows, report uploads, grant management, donor conditions, and knowledge management.
The Consultant will ensure that UNICEF Benin meets all reporting obligations efficiently and maintains strong relationships with its partners.
Scope of Work:
A. Donor Reporting, Quality Assurance and capacity building
- Maintain an updated calendar of all donor reporting requirements.
- Edit, fact‑check, consolidate, format, and finalize high‑quality donor reports.
- Ensure that reports meet UNICEF standards (UNICEF Stylebook) for results‑based reporting and donor‑specific templates.
- Ensure all final reports are uploaded timely into FIORI and SharePoint.
- Track reporting progress and flag delays or bottlenecks.
- Coach programme staff on results‑based reporting and proposal writing.
- Provide one‑on‑one coaching for sections requiring additional support.
B. Proposal Development and Resource Mobilization
- Support sections in developing concept notes, funding proposals, and budgets.
- Ensure proposals comply with donor templates (e.g., EU, USAID, Germany, Luxembourg, Japan, Global Fund, GAVI).
- Standardize narrative structure, indicators, and results frameworks.
C. Partnership & Grant Management
- Maintain donor intelligence sheets, funding trends, and opportunity mapping to inform resource mobilization levels, highlighting gaps and priority areas needing urgent fundraising.
D. Other Tasks
- Support preparation of internal reports (SitReps, Annual Report inputs).
- Perform other duties as required to support the Partnerships Unit.
