Location:This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US.  Bixal does not provide visa sponsorship.
What will you do?Bixal, a fast-growing Digital Communications and Technology firm based in Fairfax VA, is seeking a Senior Program Manager to join our dynamic team. The Sr. Program Manager will oversee four scrum teams (~40 people total) with the goal of using data to inform policy decisions, increase public health knowledge, improve access to care and quality of care, and identify fraud and waste. This role reports to the Director of Bixal’s Health Portfolio.

Responsibilities:

  • Guide, and be accountable for, all aspects of digital services client engagements, including client relationship management, partner relationship management, staffing, solution delivery, quality management, profit and loss, and contract execution.
  • Provide program management support to multiple projects with intersecting goals, requirements, and outcomes.
  • Understand all components of a program with the ability to speak and write intelligently about individual components and their value to the overall solution.
  • Engage and build relationships with both technical and non-technical stakeholders.
  • Apply an Agile mindset and data-driven approach to determine process improvements that gain efficiencies, manage risk, and ensure team members are set up for success.
  • Ensure quality of work is aligned with Bixal standards, including exceptional CPARS.
  • Advocate for and implement best practices in challenging environments.
  • Solve problems and help team members iteratively adapt by planning for and embracing change.
  • Oversee staffing assignments and hiring to ensure delivery needs are being met.
  • Supervise, manage and mentor other Program Management team members—identify strengths and work to improve weaknesses to help each member grow.
  • Participate in proposal solutioning and content creation as needed.
  • Perform other duties or special projects as assigned.

Qualifications:

  • Deep understanding of the Medicaid program and experience working for the Centers for Medicare and Medicaid Services.
  • Bachelor’s Degree from an accredited institution.
  • Ability to undergo and obtain a Public Trust security clearance.
  • Project Management Professional (PMP) or Project Management Institute Agile Certified Practioner (PMI-ACP) is required.
  • 10+ years in relevant project or account management positions of increasing scope, complexity, and responsibility.
  • 5+ years of experience managing federal contracts in a consulting capacity, including digital services projects and/or system implementations with time spent directly supervising people.
  • Understanding of federal procurement processes and contracts, including FAR regulations; have experience with federal guidelines, policies, and procedures, including Authority to Operate (ATO).
  • Exceptional management and leadership skills.
  • Outstanding customer service skills, including the ability to anticipate needs, exceed expectations, and build trust.
  • Excellent soft skills: good communicator, emotionally intelligent, empathetic, good follow-up, polite, positive attitude.
  • Technical fluency, ability to understand and report (in plain language) on technical tasks.
