About the role

ARServices is seeking a Chemical and Biological Defense (CBD) Physical Program Analyst to work onsite in Alexandria, VA in support of the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) and their oversight of the Chemical and Biological Defense Program (CBDP). The analyst will be part of a team that reviews/approves DoD strategies for performance and oversight of all CBDP Research, Development, and Acquisition (RDA) activities and provides project and program analysis support that enables the oversight, coordination, review, and strategic planning of the CBD physical portfolio (including technology development and engineering, program control, foreign disclosure, test and deployment, production, logistics support, and industrial based considerations).

POSITION RESPONSIBILITIES:

  • Support principal decision processes by initiating, maintaining, modifying, and developing databases, information sources, assessment methodologies, and metric development in order to support the ODASD(CBD) professional staff in their programmatic analysis, prioritization, and evaluation of the physical RDA programs.
  • Develop and propose solutions to critical problems by creating actionable strategies and implementation plans, and oversight plans that use metrics to enable the DoD to continuously monitor progress, and reallocate resources or efforts, as required, to meet government requirements.
  • Serve as a subject matter expert on the physical CBD portfolio, with a special focus on the relationships between DoD and interagency partners, and the collaborations needed for effective support of the National Defense Strategy and the military.
  • Assist with DoD Planning, Programming, Budgeting, and Execution (PPBE) and budget formulation matters, justification, presentation, and execution activities. Provide support for acquisition program management for the CBDP.
  • Contribute to the development of PPBE policy guidance for the CBDP components.
  • Generate, update, revise, review, and consolidate technical documentation, diagrams, graphs, charts, tables, and data necessary to submit assigned technical analyses and reports for program review and obtain technical analyses and reports approval in time to support the event, as required.
  • Provide technical support to facilitate government oversight, coordination, and integration of the CBD physical programs among the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), the Joint Science and Technical Office for Chemical and Biological Defense (JSTO-CBD), the Test and Evaluation Office for the CBDP, and the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense (JRO-CBRND).

Requirements

  • Possess an active Top Secret/SCI security clearance.
  • A bachelor’s degree and ten years of related experience. The desired educational background is in physical or life sciences. The desired experience is in the DoD Chemical and Biological Defense Program or within an interagency equivalent.
  • Experience with the oversight of acquisition programs within DoD or an interagency equivalent.
  • DoD acquisition certifications are highly desired.
  • Experience managing or overseeing the RDA of physical programs (e.g., detection, protection, etc.).
  • Experience with current DoD PPBE processes, budgetary principles, and their associated operational impact.
  • Experience working with the DoD Correspondence and Task Management System (CATMS) is desired.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Experience with the MS365 Suite, to include Outlook, Teams, and SharePoint.
  • Candidate must provide documentation to substantiate fully vaccinated status against the COVID-19 virus.
