Purpose/Introduction
This position provides leadership for the Project Engineering Group, including project engineers, design engineers, project controls and construction teams, at the Sweeny/Clemens/Old Ocean (SCO) Complex. The Project Engineering Superintendent manages the overall execution of the Capital Budget for the site, which is approximately $100MM annually. The project portfolio includes projects at Sweeny, Old Ocean, Clemens Terminal, and budgetary responsibility for P66 shared service projects. In addition, the group manages another ~$10MM in expense projects that require additional technical oversight.
The position oversees 25 company employees and has additional oversight of approximately 70 nested engineering and construction contractors. Additional non-nested engineering and construction contractors can be mobilized to execute project objectives as required. This position reports to the site Technical Manager.
Responsibilities
- Lead project efforts to achieve site personal safety, process safety, environmental, and reliability goals
- Ensure Chevron Project Development and Execution Process (CPDEP), Safety in design (SID), engineering standards, and SCO Complex standards are implemented on projects as required
- Develops annual capital budget and manages monthly expenditures including accurate forecasting
- Works with Department Superintendents to determine and manage project priorities for the SCO Complex
- Manage resource loaded project schedules
- Supports turnaround project execution and meeting turnaround planning timelines
- Participates on the Projects Best Practice Team
- Benchmarks, tracks and optimizes project execution and drives improvement in performance
- Develop and manage relationships with P66 project engineering department
- Liaison with corporate engineering
- Mentor / develop Project Engineers and Team Leaders
Required Qualifications
- Bachelor's degree in engineering with a minimum of 10 years of engineering experience in a plant (Chemical or refining)
- Minimum of 3 years of supervisory experience
- Experience with CPDEP or other project management process
- Commitment to safety along with strong leadership and the ability to coordinate multi-disciplined teams
- Strong project management and facilitation skills
- Knowledge of industry design codes and practices
- Ability to identify gaps, develop and execute improvement initiatives and promote change management
- Good written and verbal communication skills, strong organizational skills and the ability to handle multiple tasks and projects in various stages of implementation
Preferred Qualifications
- Experience in SAP
- Experience with scheduling, project controls, and cost estimation
