About the role

DESCRIPTION

As a part of our Construction Services Team, the Technical Manager will supervise the planning, coordination and implementation of bridge construction projects relating to current and future contracts for modal agencies within the DC/MD/VA region. Technical Managers coordinate with engineers, clients, contractors, and field staff as necessary to ensure projects are completed in accordance with contract documents, on-time, and within project budgets while ensuring safety measures are appropriately taken. This position requires frequent contact with engineers and field personnel to discuss and resolve field construction issues and to obtain technical guidance in specialty areas of engineering and inspections. This position also requires frequent external contact with contractor personnel to schedule and coordinate project inspection and resolve problems; with local government and law enforcement agencies to explain work under construction and coordinate traffic control; with suppliers to monitor receipt of materials; with utility companies to coordinate relocations and installation; and with the public to provide information and resolve issues.

This position is a field role with heavy involvement in all phases of construction on projects which are typically complicated by extensive traffic control, sensitive political or environmental concerns, or significant project coordination with property owners, utility companies, and local and federal government representatives. Field and office duties require the ability to prepare clear, concise, and complete reports including: correspondence, meeting notes, individual daily reports, summary of quantities, change orders, supplemental agreements, and project closeout documents. The Construction Manager will provide oversight of construction change order administration, inspector performance, and resolution of construction issues. 

Other responsibilities include:

  • Oversight and management of field personnel.
  • Monitor construction progress and costs.
  • Preparation of correspondence.
  • Maintain jobsite records.
  • Conduct project related meetings and issue detailed meeting minutes.
  • Monitor, evaluate, and recommend acceptance or rejection of CPM schedules.
  • Review contractor requests for payment.
  • Implement and maintain document control management systems.
  • Perform constructability reviews of plans under development.
  • Perform cost estimates or review third party estimates.
  • Supervise construction staff and ensure they’re properly trained and certified in the job requirements and use of all equipment.
  • Work with inspectors in scheduling the inspection resources.
  • Interact with other consulting firms.
  • Communicate and visit clients.
  • Make sure projects adhere to all government and industry standards and guidelines.
  • Prepare and implement construction management QA/QC Plans.
  • May have to work non-standard hours, including some nights and weekends on occasion. 

PROFESSIONAL REQUIREMENTS

  • Four-year degree in Civil Engineering or related Engineering degree.
  • 15+ years of construction management and inspection experience.
  • Familiarity with Federal and State Specifications for construction.
  • Possession of a professional engineer (PE) license in DC, MD, or VA is required.
  • Experience with complex bridge types preferred (cable stayed, suspension, tied arch, steel truss, etc.).
  • Familiar with Microsoft Word, Excel, Outlook.
  • Ability to plan, organize, assign, lead, motivate and evaluate the work of others.
  • Construction observation experience with industry standards.
  • Strong people management skills are required.
  • Established relationships with state agencies a plus.
  • Ability to manage and prioritize project assignments to meet competing deadlines.
  • Excellent oral and written communication skills required for client interaction.

 

COMPENSATION
The approximate compensation range for this position is $132,324 to $206,676.  This compensation range is a good faith estimate for the position at the time of posting.  Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
