Workdays/Shifts and Hours: Monday - Friday, 8:00 a.m. - 5:00 p.m.

Summary/Objective

The Stormwater Officer promotes acceptable stormwater discharge management practices through the response to citizen concerns, inspection of active construction sites, inspection of stormwater detention facilities, potential floodplain violations, other issues reported by the public, and City stormwater infrastructure, including inlets, pipes, and outfalls. Enforces City of Manhattan stormwater Ordinances and prepares documentation for state and federal agencies. Assists Engineering Division in coordination of selected maintenance projects with the Stormwater Maintenance crews. 


Essential Functions

Performs inspections and ensures compliance with applicable codes, ordinances, and regulations. 

  • Performs inspections of new and existing structures ensures compliance with applicable codes, ordinances, and regulations, which may include traversing irregular terrain under a wide variety of site conditions and environmental factors.
  • Reads, comprehends, and interprets written material of a technical nature.
  • Effectively explains and disseminates Code compliance requirements to the appropriate individual(s) both orally and in writing.
  • Recommends and/or initiates Code enforcement actions in accordance with guidelines.
  • Plans activities, prepares and files documents, and maintains accurate records on inspection and compliance assurance activities. Operation of computers and related software to maintain inspection databases, generates reports and notices, and retrieves information timely and accurately.
  • Contributes to a successful stormwater management program by monitoring all active construction sites within City of Manhattan limits within prescribed time frames, inspecting all City of Manhattan stormwater infrastructure on a regularly scheduled program, enforcement of all applicable stormwater Ordinances, and implementing and directing a dry weather flow inspection program.
  • Responds to reports of illicit discharges or dumping into the City’s stormwater system. Initiates notices of violations as appropriate. Conducts outreach and education to involved parties to minimize future violations.
  • Performs sampling and sample management and delivery to the laboratory. .
  • Performs field measurements and computer-based measurements of impervious areas on sites to support administration of the City’s Stormwater Utility and Equivalent Residential Unit database.
  • Conducts field inspections of approved construction in the Levee Safety critical zone for general conformance to approved work plans from the US Army Corps of Engineers.
  • Detects Code violations and/or potentially dangerous conditions.
  • Assists in complying with the City’s NPDES MS4 Permit by performing tasks to satisfy the current Stormwater Management Plan
  • Assists other in field investigations of potential floodplain ordinance violations. 

Performs additional duties as required. 

  • Attends meetings and trainings.
  • Acts as a main contact point for outside groups, people, and public agencies; answers questions and fulfills requests.
  • Coordinates between Engineering Division and Stormwater Maintenance Crews for selected maintenance projects or follow-ups to citizen concerns.
  • Reviews construction and site plans to determine compliance with codes, when directed.
  • Initiates, participates in, and delivers public education programs
  • Prepares reports.
  • Maintains all records and documentation.
  • Ensures compliance with all applicable regulations, policies, and procedures in all duties.

Requirements

Required Education and Experience

  • High school education, GED, or equivalent.
  • Valid driver’s license.
