We are seeking candidates for the position of Senior Contract Compliance Officer (9051) in the Office of Inspector General.

Salary Range: Min: $63,700.00 - Mid: $79,612.00

OVERALL DESCRIPTION

To conduct independent appraisals of Authority-wide financial and operational systems to: ascertain the adequacy of existing internal controls and evaluate the effectiveness thereof; ensure that Authority resources are being used for specifically authorized purposes; ensure that the Authority is complying with state, local, and federal regulations. To assist the Director, P&SCM Audit – Small Procurements as assigned to respective audit engagements such as small procurements, procurement cards and supply chain management.

SPECIFIC RESPONSIBILITIES

  1. Assists the Director during fieldwork as part of the team or in an independent capacity to achieve audit objectives. 
  2. Obtains an understanding of the department/system being reviewed (i.e Procurement Card Website, Infor). Documents this understanding through memos, flowcharts and transaction reviews.
  3. Maintains files of relevant records from previous audit engagements with the use of computer assisted software such as Microsoft Teams, Excel, PowerPoint, and Word.
  4. Assists in determining records or activities to analyze, the extent of tests to apply, and the working papers to prepare. 
  5. Performs departmental audits of small procurements, P Card packages, etc for compliance with all Federal, State, local and SEPTA requirements. 
  6. Analyzes transactions, documents, records, reports and process for accuracy and effectiveness. 
  7. Develops logical and supportable conclusions. Recommends practical solutions to problems and deficiencies noted. 
  8. Documents audit findings in a Condition/Cause/Effect format.  
  9. Drafts final audit report.
  10. Participates in the implementation of a quality control program to ensure high ratings in Audits.
  11. Keeps informed of developments which could affect audits via research, inter-office mail, Monthly Management Reports, etc.
  12. Keeps informed of governmental audit requirements.
  13. Performs special assignments for Director, as requested.
  14. Other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Business Administration, Management, Finance or related field required and one (1) to three (3) years’ prior audit or related experience is required. 
  • Experience in handling federal and/or state grant compliance matters (i.e., prevailing wage compliance, procurement regulations, Buy America requirements, force account reviews and similar federal and state compliance matters) preferred.
  • Knowledge of Microsoft Office Programs required.
  • Detail oriented with strong organizational skills required.
  • Strong verbal and written communication skills required.  
  • Ability to prepare and present information is required.
