About the role

Summary:
This position is under the direct supervision of the Director of Purchasing & Logistics and the general supervision of the Assistant Superintendent of Business Services. The Purchasing Supervisor is responsible for supervising, planning, and coordinating the purchasing activities for the district.  Coordinates purchasing services with other departments, outside vendors and agencies, and the general public.   

Essential Duties & Responsibilities: 

  • Assists the Director of Purchasing and Logistics in the day-to-day organization, staffing and operational activities.
  • Assists  in  the  development  and  implementation of  goals,  objectives,  policies,  and priorities for maintenance operations.
  • Regularly Meets with staff to communicate district plans, policies and procedures.
  • Identifies opportunities for improving service delivery methods and procedures.
  • Provide and coordinates staff training.
  • Review improvements with appropriate management staff for implementation.
  • Evaluate staff work performed, including discipline procedures.
  • Review, monitors and evaluates work flow, products, methods and procedures.
  • Assist in development and administration of the budget for maintenance.
  • Coordinating and supervising the work assignments of Purchasing staff.
  • Maintain harmonious atmosphere between purchasing staff, district departments, school sites, and vendors.
  • Review and processes requisitions in accordance with district policies as needed.
  • Prepare and processes bid specifications and contracts.
  • Receive and evaluates bids and quotations according to established criteria.
  • Verify supplier compliance with bid requirements.
  • Monitor leases, contracts and open orders for renewal, rebid or expiration and takes appropriate action.
  • Supervise the review of requisitions, purchase orders and bids for conformance and compliance with established procedures and regulations including obtaining necessary information from district personnel to complete documentation.
  • Continually and vigorously seeks opportunities to improve productivity, price, specifications, conditions of delivery, and other related issues as necessary or appropriate.
  • Ensure equipment, supplies and materials are delivered complete and on time.
  • Communicate regularly with department head, keeping them apprised of all critical situations involving staff, supplies or other Purchasing related issues.
  • Participate in the conducting of the physical inventory.
  • Perform other duties as assigned that support the overall objective of the position.


Qualifications:
 

  • Knowledge and Skills:
    • Purchasing procedures and bid specification preparation; knowledge of the material control function.
    • Contract law as related to purchasing; familiarity with business accounting practices.
    • Principles and practices associated with purchasing and materials management including that which applies to government and education.
    • Technical aspects of researching, evaluating and procuring equipment, materials, supplies and services.
    • Rules and regulations governing purchasing in education and the public sector
    • Competitive bidding practices and procedures.
    • Warehousing, control, and distribution of inventory and of postal rates, regulations, and procedures
    • Well-developed skills with personal computer, ten key, and computer applications including, but not limited to word processing, spreadsheets, email, and databases.
    • Math skills to perform cost and financial analysis.
    • English language skills to prepare reports and professional correspondence.
    • Human relations skills sufficient to carry out bid and contract reviews and interact with vendors and contractors, conduct price and service negotiations, review performance, and convey technical concepts to district staff.
  • Abilities:
    • Interpret and apply policies and procedures used in the procuring of equipment, materials, supplies and services for a school district.
    • Implement and integrate all aspects of centralized function that also includes the inventory of and accounting for fixed assets.  
    • Organize and supervise the work of others.
    • Perform general clerical work as applied to purchasing.
    • Communicate effectively both orally and in written form.
    • Write clear and concise reports with technical accuracy of information and data received.
    • Maintain proper record keeping.
    • Supervise personnel and distribute work assignments, administer contractual relationships, and to maintain inventory control systems and procedures.
