Position Title: Financial Analyst

Location: Washington DC

Clearance: Secret

Job Summary:

Financial Analysts provide financial management support to the USCG Directorate of International Affairs' Security Cooperation Division. Designated as key personnel, they ensure accurate formulation, execution, reporting, and reconciliation of reimbursable program funds, monitor obligations and expenditures, and prepare detailed financial documentation in support of international training and assistance programs.

Education and Experience:

  • Minimum five years of financial management experience with USCG, Department of Defense, or Department of State international training and assistance programs, demonstrating the ability to conduct detailed financial analysis and reporting.
  • Minimum five years of experience applying budget formulation and execution principles for reimbursable and appropriated funds.
  • Minimum five years of experience conducting disbursements and using standard accounting methods to maintain, balance, and close out appropriated and reimbursable accounts.

Essential Duties:

  • Review financial reports using the USCG's automated financial system, determine account status, communicate with the financial team lead, and correct discrepancies.
  • Research, identify, and reconcile outstanding obligations; assist with liquidation or timely de‑obligation of remaining balances.
  • Prepare files for final closure of accounts and ensure all financial documentation is filed locally.
  • Generate line‑item reports and transaction summaries of expenditures, preparing financial footnotes for discovered discrepancies.
  • Monitor project transactions, obligations, and expenditure rates of appropriated and reimbursable accounts, ensuring compliance with funding agency requirements.
  • Reconcile current and prior‑year financial accounts within prescribed timelines and prepare packages to meet USCG and interagency financial management requirements.

Knowledge, Skill and Abilities:

  • Experience using USCG computerized financial management systems such as FSMS and G‑Invoicing or similar systems.
  • Strong knowledge of budget formulation, execution, disbursement, and accounting principles.
  • Ability to prepare detailed financial reports, analyses, and audit documentation.
