About the role
THOR Solutions is actively seeking a mid-level Data Science Manager to support the United States Coast Guard (USCG)’s Ship Design Team (SDT) in Washington, DC. In this role, the candidate will provide professional and scientific expertise in performance of work requiring knowledge and application of mathematics, statistical analysis, modeling/simulation, and/or other scientific principles, methods, and techniques related to leveraging data to support the total lifecycle and systems engineering of Coast Guard boats and cutters through requirements development, design, construction, operations, sustainment, and disposal stages. Additionally, the candidate will support the development of manning and training requirements analysis for operational assets, supporting units, and personnel. An ideal candidate will have prior experience collecting, interpreting, modeling, and publishing data in a USCG, DoD, or other Federal environment.
Typical Responsibilities:
Location: Onsite at USCG Headquarters in Washington, DC. Partial “local remote” flexibility or full remote work may be possible with customer approval.
Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion.
Typical Pay Range: The anticipated pay range for this position in the identified location(s) is $80,000 – 107,000. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.
US Citizenship Required: Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.
Security Clearance Eligibility Required: This position requires a DoD Secret security clearance. A qualified candidate must either already possess an active or interim Secret security clearance (preferred); OR be eligible for a Secret security clearance upon hire.

- Develop and apply methods to identify, collect, process, and analyze large volumes of data to build and enhance products, processes, and systems.
- Conduct data mining and retrieval, and apply statistical and mathematical analyses to identify trends, solve analytical problems, optimize performance, maintenance, and sustainment, and improve overall processes.
- Apply programming, statistics, and visualization to glean insights from large and disparate data sources.
- Conduct trade studies, provide information on data quality, and perform data mining for studies regarding design space exploration.
- Provide recommendations for improvement, and data use, including development of standards, understanding data from trade, feasibility and in-life assessments.

Typical Knowledge, Skills, and Abilities:
- Bachelor’s degree in a relevant field such as operations research, data science, applied mathematics or statistics, business management, or human resources management.
- A Master’s level degree in a relevant field may be used to fulfill part of the years of experience requirement.
- At least four (4) years of recent, relevant professional experience applying statistical analysis and data mining to apply, learn, and improve understanding of data. Ideal experience will include:
- Working with web based collaboration tools (e.g. SharePoint).
- Using Python, R, and/or MATLAB.
- Developing detailed/interactive visualizations and exploratory data analysis.
- Using Machine Learning, statistical methods, and natural language processing.
- An ideal candidate will have obtained this experience in a US Coast Guard, Navy, DOD, or other Federal environment.
- Experience performing and presenting results of simulations and sampling techniques such as Monte Carlo, Latin Hypercube, Markov Chain, etc.
- Knowledge of programming languages and tools such as Python, R, RShiny, and Jupyter Notebooks.
- Knowledge of and skill in the use of Structured Query Language (SQL), Python data science and visualization packages (PyMC3, matplotlib, Bokeh, Sci-Kit, TensorFlow), MatLAB, PHP, Tableau, and similar data integration services and data visualization tools.
- Proficiency with common productivity software including the Microsoft Office suite.
- Strong communication skills.
