Cruise is looking for a Senior Manager, Federal Legislative Affairs to join our growing Government Affairs team! We are seeking a creative thinker and strong communicator who can convert solid ideas into executable strategies and effectively represent Cruise before federal lawmakers. Ideal candidates will have relevant Hill or issue advocacy experience with a proven track record of building trusted bipartisan relationships, successfully navigating complex policy terrain on Capitol Hill, and achieving results. Enthusiasm, a strong work ethic, and attention to detail are vital. This position reports to the Director of Federal Affairs and is based in Washington D.C.

Duties & Responsibilities:

  • Build trusted relationships with congressional offices, caucuses and committees, serving as Cruise’s point of contact, and educating lawmakers and staff about Cruise and the potential of self-driving vehicles;

  • Represent Cruise in stakeholder meetings and negotiations, successfully advocating corporate objectives and positions and negotiating away from redlines;

  • Represent Cruise at trade association meetings and with others in industry;

  • Develop and implement innovative engagement strategies - identifying, cultivating and mobilizing new allies and champions who may not be familiar with self-driving technology;

  • Seek and secure opportunities for Cruise leadership and engagement;

  • Serve as a conduit of information both to and from the business unit, helping internal partners understand legislative dynamics, and helping translate Cruise business objectives into concrete policy goals;

  • Issue spot. Proactively identify, assess and mitigate issues impacting the company’s reputation across multiple channels;

  • Provide advice on relevant political dynamics, as well as proposed strategies, tactics and messaging opportunities to communicate key initiatives to federal policymakers and to move legislation;

  • Play a role in building and/or mobilizing coalitions;

  • Draft materials such as talking points, leave behinds, op-eds, reports, memos, and presentations;

  • Represent the company at conferences, on expert panels and in other forums, as appropriate; and

  • Develop and maintain expertise in relevant external trends at the federal level impacting the business and its peers.

Experience and Qualifications

  • 8+ years of experience on Capitol Hill or in issue advocacy, developing and executing legislative campaigns. Experience handling topics surrounding innovative industries and/or new technologies preferred;

  • Political acumen and the ability to build trusted relationships on both sides of the aisle;

  • Excellent written and verbal communications skills, and the ability to convey sophisticated topics succinctly and persuasively;

  • Success leading and handling multiple projects with tight turnarounds;

  • Possess a creative mind and a goal-oriented mindset with the tenacity to thrive within an environment where structure and flexibility combine to meet Cruise’s needs;

  • Be a great teammate and cross-functional collaborator with an ability to get things done and carry projects forward;

  • A voracious appetite for news and being a part of an innovative company.

  • Law degree or legal background a plus

  • Exposure to and experience with legislative matters within innovative industries or new technologies

The salary range for this position is $163,200 - 240,000. Compensation will vary depending on location, job-related knowledge, skills, and experience. You may also be offered a bonus, restricted stock units, and benefits. These ranges are subject to change.
