General Description and Classification Standards:

The Revenue Director II is a senior leadership role responsible for overseeing the daily operations of the Tax Administration Division within the Office of Revenue. This position leads a team of revenue professionals and ensures the efficient processing and compliance of various business taxes and permits, including:

  • Occupational, Professional, Insurance, and Financial Institution Tax Certificates

  • Public Vending Permits

  • Excise Taxes: Tax by the Drink, Hotel/Motel Occupancy, Car Rental, Wholesale Malt Beverage, and Wholesale Wine/Liquor

The Revenue Director II will play a key role in aligning operational execution with strategic objectives, fostering a culture of collaboration, and driving continuous improvement across the division.

Essential Duties and Responsibilities:

  • Lead, manage, and develop a team of revenue personnel responsible for business tax processing and administration.

  • Direct daily operations of the Tax Administration Division, ensuring compliance with applicable laws, ordinances, and internal policies.

  • Oversee the issuance and renewal of tax certificates and permits across multiple tax categories.

  • Recommend and implement process improvements, including technology upgrades and workflow enhancements.

  • Develop and deliver training programs for Tax Administration staff to ensure operational excellence and regulatory compliance.

  • Prepare and present reports, dashboards, and strategic updates to executive leadership and stakeholders.

  • Collaborate with internal departments, external partners, and the public to resolve issues and improve service delivery.

  • Act as a knowledge expert and a highly informed communicator on both state and local tax and permit regulations.
  • Lead change management efforts related to system development and modernization initiatives.

  • May perform other duties as assigned.

Knowledge Skills and Abilities:

  • Ability to communicate effectively with a diverse range of internal and external stakeholders.

  • Proficiency in municipal tax software and financial reporting tools.
