Description of the Department

The Learning, Innovation and Knowledge (LINK) Unit is part of the Programs Department. This Department consists of one director, seven goal units and two expertise units, of which LINK is one. The purpose of the Programs Department is to achieve impact by shaping policies, designing thematic strategies, supporting, managing and implementing our programs/projects and global, regional and national level campaigns that help achieve our 10 year vision (Manifesto 2030) of an inclusive (Equal), secure (Safe), equitable (Fair) and sustainable (Green) world in an efficient and effective manner, ensuring high quality. Our programs are driven by the voice of the people whose lives we seek to impact in order to achieve system changes. We seek mutually beneficial partnerships with other civil society organizations and change actors.

 

Purpose of the Unit

The unit supports, connects and collaborates with colleagues and partners to ensure impactful multi-country programs are informed by sound research methodologies, monitoring and evidence of progress towards objectives, as well as lessons learnt on what works for our Equal, Green, Fair and Safe goals. This is achieved within and beyond the Oxfam confederation through the team's expertise and by influencing and challenging the culture and practice around monitoring, evaluation, accountability and learning (MEAL), Research, Innovation as well as Knowledge & Learning.

The unit is responsible for leading and overseeing organizational learning (including evaluations), adaptive management, knowledge management, development of tools and approaches, and delivery on our outcomes, in cooperation with our compliance colleagues.

 

Job Summary

The senior researcher will be responsible for supporting applied research and analytics in diverse and complex settings. Some examples of the research outputs produced by our team can be found here. The researcher will be responsible for the design of methodologies, coordinating or leading data collection and analysis, the production of evidence synthesis reports, leading sense-making efforts and validating results with interested teams and partners; drafting findings and recommendations to foster adaptive responses in project and program implementation, and developing clear, accessible briefs to present the results of our work. The researcher will also lead learning agenda and Theory of Change development for projects and programs, knowledge organization and sharing, and support project leads leverage available data to produce insights.

 

Main tasks of the Researcher

  • Designs, coordinates and leads formative and evaluative research—including some, but not all, of the following processes.
    • Synthesis of existing data and desk review to understand audience segmentation and rubrics associated with the effectiveness and impact of our programs, contributing factors within theory of change, and other insights that inform the direction of our work.
    • Cross-sectional, longitudinal, and panel designs from primary or secondary data sources, including the relevant sample techniques.
    • Mixed methods such as surveys, data analytics, social media harvesting and sentiment analysis, stories of change, outcome harvesting, in-depth interviewing, target group-led research and focus-group discussions.
    • Data cleaning, preparation and analysis for quantitative and/or qualitative data.
  • Leads research on audience segmentation and analysis, including social media metrics and other influence and advocacy data.
