Position Overview:
The Illinois Department of Transportation is seeking to hire a Bureau Chief for Civil Rights. The successful candidate, subject to management approval, will serve as the Bureau Chief of Civil Rights for the department. The successful candidate will develop departmental policies and programs to ensure compliance with federal regulations. The successful candidate will investigate allegations of discrimination in employment.
Essential Functions
Serves as Bureau Chief of Civil Rights.
- Develops policies and guidelines for complying with prevailing civil rights laws as established by applicable federal/state statutes, regulations, judicial decisions, and executive orders.
- Develops, implements, and monitors departmental civil rights programs to promote compliance.
- Travels throughout the state.
Develops, implements, and monitors the department's programs for Equal Employment Opportunity (EEO), Affirmative Action (AA), federal contract compliance (Title VI), and Americans with Disabilities Act (ADA).
- Investigates allegations of discrimination in employment including hiring, promotions, compensation, discipline, discharge, etc.
- Provides counseling and information services to employees at all levels regarding complaints.
Evaluates proposed legislation and court decisions to keep abreast of changes in the regulatory and judicial environments.
- Incorporates changes into departmental policies, plans, and procedures.
- Provides updates to top management.
Serves as departmental spokesperson on civil rights issues and represents the department at professional and public meetings associated with civil rights and administrative proceedings related to civil rights complaints.
- Consults and acts as liaison with the Office of Chief Counsel on judicial proceedings related to civil rights complaints made in federal and state court.
- Speaks and/or testifies at legislative sub-committee hearing on affirmative action.
- Represents IDOT with professional organizations such as MAASHTO and AASHTO and serves on various civil rights committees of professional organizations.
Develops curriculum and conducts training programs for managers related to Title VI of the Civil Rights Act of 1964, Title VII of the Civil Rights Act of 1964 and 1991; Americans with Disabilities Act (ADA) of 1990 and ADA Amendments Act of 2008; Equal Pay Act (federal and state); Rehabilitation Act of 1974; Illinois Human Rights Act; IDOT’s AA Plan, and all applicable department/state/federal policy, practices, and guidelines.
