Under direction of the Chief Administrative Law Judge, serves as Deputy Chief Administrative Law Judge of the Illinois Department of Revenue (IDOR).  As a key member of the Administrative Hearings unit, directly supervises a team of administrative law judges and support staff dedicated to ensuring the fair and efficient resolution of disputes by Illinois taxpayers and their representatives. In furtherance of that mission, serves as a subject matter expert required to conduct and oversee the more complex or controversial hearings involving deficiency, claim, liability, or other tax-related disputes.  Researches and analyzes case appeals, court rulings and decisions, investigation reports and other resource documents to prepare for hearings, and reviews evidence to insure legality and statutory compliance.  Prepares recommendations for disposition of cases involving summary of material evidence, statement of findings, facts and conclusions drawn. Provides relevant information and serves as a liaison between the program areas.

Essential Functions

  1. Subject to management approval, serves as Deputy Chief Administrative Law judge for the Illinois Department of Revenue (IDOR).
  2. Conducts quasi-judicial hearings, where there is room for principled disagreement, with Illinois and out-of-state taxpayers and/or their representatives for tax cases administered by IDOR.
  3. Provides technical and legal advice and assistance to subordinates on difficult or problem cases involving compliance or statutory interpretation.
  4. Serves as full line supervisor.
  5. Serves as consultant to and advises the Chief Administrative Law Judge and the Director on matters relating to all taxes administered by IDOR rules, regulations, policies and procedures to avoid conflict in the laws, as they relate to pending cases.
  6. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires a law degree.
  2. Requires possession of a license to practice law in the State of Illinois.
  3. Requires prior experience equivalent to four years of professional experience in the practice of law.

Preferred Qualifications

  1. Six (6) years of trial advocacy, courtroom, and/or litigation experience.
  2. Six (6) years of work experience drafting legal documents, including memoranda, briefs, and orders.
  3. Six (6) years of work experience applying common law, federal and state laws, tax laws and regulations.
  4. Six (6) years of work experience related to the application of judicial and quasi-judicial administrative procedure rules and rules of civil procedure.
  5. Three (3) years of experience planning, directing and managing the activities of a major public or business administrative program.

Conditions of Employment

  1. Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  2. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
