About the role

Position reports to: Head, Public Policy

Location: Person must be commutable to our Washington, DC office 2-3 days a week.  Work from home is allowed in a hybrid nature.

The Director, Public Policy is a key member of the US Public Policy team. The position will work closely with the Head, Public Policy, internal partners, and industry trade groups (PhRMA) to develop GSK’s policy strategy for Medicare, Medicaid, 340B, and other policy areas. The position will conduct in-depth policy analysis (legislation, regulation, and guidance), assess business impact, and help determine GSK’s policy strategy and thought leadership on patient access, innovation, vaccines, and other policy issues. The individual will work across the Government Affairs, Public Policy and Patient Advocacy (GAPPA) team, market access, legal, commercial teams, and brand teams.

The position interacts with internal and external stakeholders to strategically analyze the impact of policies proposed by government agencies, develop GSK policy positions, external messaging, and inform stakeholders of current and evolving policy issues. This position will serve as an internal subject matter expert for 340B, CMMI, CMS and other regulatory issues. This position will also Externally, this position engages and manages the relationships with PhRMA on key issues and engages with relevant staff within the Centers for Medicare and Medicaid Services (CMS) and other government agencies as needed.

The areas of remit within the purview of the Director, Public Policy include but are not limited to the following.

  • Leading multiple cross-functional teams to analyze, assess impact, and develop comment and response to legislation and regulations impacting patient access to medicines, vaccines, and health care with a focus on implications for the GSK.
  • Support GSK market access payer and other teams through targeted updates of policy changes in the Medicare Part D program.
  • Provides sound rationale and clarity to complex policy issues. 
  • Educate internal stakeholders on evolving Medicare Part D, 340B, PBM, Inflation Reduction Act (IRA) and other policy issues and developments.
  • Drives alignment on key issues and works proactively to develop strategies and solutions for emerging issues. 
  • Maintain network of external consultants to monitor and assess evolving program and policy changes across stakeholders.
  • Participate in assigned trade association work groups to represent GSK's interests, shape industry policy positions, and inform the internal stakeholders of policy issues and decisions.
  • Develop briefings and presentations for senior GSK leaders (US President, CEO, etc.).   

Why You?

Basic Qualifications:

  • Bachelor’s degree or equivalent; advanced degree preferred.
  • Minimum of 3+ years Pharmaceutical industry experience or experience within government agencies (e.g., CMS).
  • Minimum of 5 + years of experience in and knowledge of 340B, Medicare, Medicaid, and the IRA.
  • Minimum of 5 + years of experience working with federal healthcare programs, commercial payers/providers, and managed care organizations.

  • Experience developing strategies and maintaining a strategic mindset with a focus on flawless execution of key projects to achieve business results

  • Experience leading and managing several projects at a time
  • Experience presenting to, communicating with, and influencing senior management
  • Brings a collaborative mindset when working with various stakeholders.
  • Demonstrated analytical and independent problem-solving skills; ability to exercise sound, independent judgment; and drive collaborative decision-making

The annual base salary for new hires in this position ranges from $171,000 to $285,000 taking into account a number of factors including work location within the US market, the candidate’s skills, experience, education level and the market rate for the role. In addition, this position offers an annual bonus and eligibility to participate in our share based long term incentive program which is dependent on the level of the role. Available benefits include health care and other insurance benefits (for employee and family), retirement benefits, paid holidays, vacation, and paid caregiver/parental and medical leave.
