Overview: 

Oak Ridge National Laboratory is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. The Technical Support Services group is seeking a Derivative Classifier/Reviewing Official who will support the Enrichment Science and Engineering Division (ESED) within the Isotope Science and Engineering Directorate (ISED) at Oak Ridge National Laboratory (ORNL). ESED serves the nation in two critical areas: advancing enrichment technologies and exploring stable isotope production and applications. The division leverages an elite staff of scientists and engineers with the world-leading capabilities of Oak Ridge National Laboratory (ORNL) to deliver groundbreaking advancements with a variety of applications, from national security to life-saving medical treatments. ESED is the national steward for the research, development, and demonstration of centrifuge technology innovations; advances electromagnetic isotope separations technology; and delivers stable isotopes for medical, industrial, and DOE mission critical applications. The successful candidate will execute these important missions by teaming with ESED’s division director, program managers, and staff to build on a rich history of accomplishments in enrichment science and engineering.

 

The Technical Support Services Group provides division-wide services in support of the strategic advancement of science and technology focused on the research and development of prototype enrichment devices for processing uranium-bearing and stable isotope compounds.
 

Major Duties and Responsibilities:

The selected candidate will be responsible for providing programmatic and technical support and expertise to the ESED team. In this position you will provide Unclassified Controlled Nuclear Information (UCNI) reviews of scientific, technical, and other information as well as classification, Derivative Classification guidance for ESED programs and staff in accordance with applicable DOE orders and classification guides.

 

ESED is responsible for fulfilling the classification requirements of the current UT-Battelle, LLC, contracts  by ensuring the appropriate identification of programs and publications requiring protection in the interest of national security as defined in the Atomic Energy Act of 1954 (AEA) and Executive Orders, applicable federal regulations (10 Code of Federal Regulations [CFR] 1045, 10 CFR 1017, etc.), and Department of Energy (DOE) Orders and Directives. This position requires analysis of complex scientific and engineering information to determine the derivative classification of documents.

 

Responsibilities include:

  • Identifying scientific and technical information that requires protection or control in accordance with federal regulations and DOE/National Nuclear Security Administration Classification policies and guidelines
  • Maintaining operational awareness of program classification/UCNI issues
  • Executing in a manner that supports a culture that reflects integrated safety management and safe conduct of secure operations
  • Collaborating with researchers to understand program specifics when interpreting guidance
  • Collaborating with the ORNL Classification Office to implement classification guidance in support of multiple programs
  • Evaluating the effect of new or revised classification guidance upon ongoing ESED missions
  • Developing, maintaining, and providing project/program specific training to personnel
  • Ensuring ESED staff maintain a healthy awareness of classified subject areas, their responsibilities for protecting classified and controlled unclassified information (CUI), and the resources available to them for ensuring this information is identified and protected
  • Increasing responsibility for providing classification and UCNI reviews of documents and material in the subject area of Isotope Enrichment Technology
  • Providing recommendations to resolve classification/UCNI issues affecting ESED mission objectives.

The successful candidate will be required to effectively interact with various personnel and sponsors, both within and outside of ORNL. The ability to learn quickly and adapt to change is necessary. The candidate is expected to be able to work in a team environment with co-workers and management as well as perform independently.
