Position Summary

Responsible for the effective management and implementation of policies and procedures concerning the leasing of various company facilities to communications companies across multiple operating companies. Manage customer relationships and outside contractors, negotiate and execute new lease agreements, act as the project manager related to all access requests from the first point of contact to completion of construction and billing. Effectively lead cross-functional teams for project management and business process analysis, development and implementation. Ensure the maximization of revenue and expense recovery.

Essential Responsibilities

  • Project Management - Effectively manages multiple complex projects lasting up to twelve months, concerning the siting of third-party communications equipment on Company assets throughout various operating companies. Effectively leads cross functional teams including the customer, outside vendors, engineering, construction, legal, land rights, sourcing and billing services to successfully manage assigned projects to completion. Responsible for the development of Requests for Proposals for major projects when appropriate to ensure cost effectiveness of assigned projects.
  • Effectively Manages Customer Relationships - Builds and maintains effective working relationships with both internal and external customers. Clearly communicates policies and procedures, effectively resolves conflicts and ensures customer satisfaction.
  • Business Process Analysis, Development, and Implementation - Analyzes Facility Attachment processes and identifies opportunities to standardize and improve efficiencies. Develops associated implementation plans and provides training to Customers, and Design, Construction, and Billing staff.
  • Contract Negotiation and Contract Management - Effectively manages existing contracts with communications companies as well as negotiates new contracts. Ensures contract terms and conditions are in the best interest of the Company and in compliance with applicable state and federal regulations. Negotiates persuasively and clearly when addressing negotiable terms.
  • Contractor Performance - Responsible for managing and evaluating contracted resources performance of assigned work. Clearly communicates work requirements and performance expectations to contractors. Identifies gaps in performance and opportunities for improvement.
  • Financials - Assists manager with annual revenue and expense budget. Creates monthly updates to forecast, analyzes budget deviations, and prepares required journal entries. Responsible for the tracking, timely invoicing, and collection of recoverable project expenses and ongoing rent billing of asset leases.
  • Maintains Regulatory and Policy Expertise - Monitors regulatory developments concerning Facility Attachments and keeps management informed of potential impacts. Works with manager to ensure Facility Attachments policies, contract terms and conditions are in continued alignment with applicable state and federal regulations.

Preferred Qualifications

  • Five or more years of previous financial experience (budgets, creating rates, forecasting, etc.)


Minimum Requirements

  • Bachelor's Degree in business, engineering, or related field; or equivalent combination of education and experience in electric distribution, telecommunications, technical sales, or project management.
  • Five or more years of industry related experience with direct customer contact.
  • Demonstrated experience managing significant projects.
  • Demonstrated experience with business process analysis and development, and leadership of cross-functional projects and teams.
  • Proven ability to build/maintain positive working relationships.
  • Desire knowledge of electric delivery construction, operations, design, and billing.
  • Basic knowledge of state and federal regulations and policy and procedures related to Facility Attachments preferred.
