Job Description:

Responsibilities

The Research Scientist III will work within the Bureau of Data Analytics, Research, and Evaluation, Division of Family Health, Center of Community Health, New York State Department of Health (NYSDOH). The Research Scientist III will lead the data analysis (quantitative and qualitative), reporting and publication of NYS Maternal Mortality and Severe Maternal Morbidity data. This position will work closely with in-kind staff, internal and external stakeholders, and the NYSDOH grant implementation team on all grant-associated data and analytics. Specific duties include but are not limited to: perform data linking and case identification; identify the data analysis methods and data management and evaluation plans using Maternal Mortality and Severe Maternal Morbidity data; develop reports and presentations of data and analytical findings for dissemination/publication; lead the completion of all grant deliverables related to data management, analysis and quality improvement coordination; contribute to progress report writing and presentation development; oversee the response to regular and ad hoc data requests; and supervise staff.

Minimum Qualifications

Bachelor’s degree in Epidemiology, Public Health, Statistics, Biostatistics, or a related field and four years of research experience; OR a Master’s degree in a related field and three years of research experience; OR a Doctorate in a related field and one year of research experience.

Preferred Qualifications

Strong background and professional experience with data management, data methodologies, statistics and software tools, relational databases and linkages of large, complex administrative data systems. At least three years of experience working with maternal mortality and morbidity data, including familiarity with vital records systems and large healthcare or public health datasets (e.g., SPARCS or similar). Advanced knowledge of qualitative and quantitative statistical analysis and methodologies. Performs descriptive and multivariate statistical analyses of data, using analytic software. Familiar with federal standards and data reporting system for maternal mortality data. Experience with the preparation of reports targeting different audiences for public presentation. Proficient in the use of SAS, SQL, Tableau, Microsoft Excel, Word, Access and PowerPoint. Experience using qualitative analysis software such as MAXQDA. Demonstrated, excellent interpersonal, organizational, presentation, written and oral communication skills. Experience with extracting, sorting and merging of large health care datasets for the application of higher order analysis.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Travel, up to 10% of the time will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available.
