Job Description

The Office of Educational Quality and Accountability (OEQA) is seeking a highly skilled Finance and Operations Manager to join our team. The ideal candidate will demonstrate expertise in financial management, procurement, human resources and will have a track record of managing day-to-day operations efficiently in a business setting. This self-starter will develop organized procedures and processes that support operational efficiencies across the organization.

Primary Duties and Responsibilities

  • Oversee all internal operational processes related to human resources, finance, procurement, and office management, ensuring smooth and efficient workflows.
  • Manage budgets including the accurate preparation of annual budget documents, and collaborate with Agency Business Services (ABS) to maintain financial integrity.
  • Serve as the primary liaison with the Office of Management and Enterprise Services (OMES) and the Teachers’ Retirement System (TRS) for HR-related matters, including payroll, FMLA, Worker’s Compensation, benefits, and employee training.
  • Ensure organizational compliance with state, and agency-specific regulatory requirements, including timely and accurate reporting.
  • Manage the end-to-end procurement process, including handling purchase orders, vendor contracts, office inventory management, and IT requests.
  • Serve as the P-card administrator, reviewing charges, reconciling statements, and ensuring compliance with agency procedures.
  • Oversee special projects and initiatives, ensuring they stay on track, meet deadlines, and achieve desired outcomes.
  • Develop, implement, and review organizational policies and procedures, ensuring alignment with best practices and regulatory requirements.
  • Assist with fulfilling Open Records Requests and maintain up-to-date records of education-related legislation.
  • Collaborate with leadership to identify areas for improvement and implement strategies that optimize internal processes and operational efficiencies.
  • Other duties as assigned

Qualifications

  • No experience is necessary; we are willing to train the right candidate.
  • Bachelor’s degree (or equivalent) in accounting, business management, finance, or a related field.
  • Experience in office management, finance, human resources, or a similar role is a plus.
  • Proficiency in Microsoft Office Suite and familiarity with PeopleSoft
  • Strong communication skills in writing and speaking with internal colleagues and external stakeholders.
  • Strong data analysis and reporting skills to support decision-making processes.
  • Knowledge of program management, procurement processes, and HR administration is preferred.

ADDITIONAL INFORMATION

This position is subject to a one (1) year trial period starting on the first day of employment.
