As a Program Cost Engineer, you will manage project costs, budgets, expenditures, and forecasting for the Airports Authority’s capital projects and programs.Program Cost Engineer
Serves in the Project Controls and Management Department of the Office of Engineering. Offices are located at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).
Through direct personal performance, and in collaboration with the Cost Engineer Supervisor, you will analyze, maintain, and improve engineering and construction project controls policies and procedures, cost controls, and reporting in support of the planning and management of the Capital Construction Program (CCP), Capital Operating and Maintenance Investment Program (COMIP), Dulles Corridor Capital Improvement Program (CIP) and Dulles Corridor Repair and Rehabilitation (R&R) Program. Performs related functions.
General Responsibilities
Maintains, tracks, and forecasts capital program and project costs.
Maintains and tracks expenditures and commitments, manages and predicts future costs, optimizes budgets, and supports project decision-making processes for the Airports Authority’s capital programs.
Utilizes the Office of Engineering Project Management Information System (PMIS), supplementary systems, and data technologies to collect, maintain, analyze, and report current project and program financial health, and forecast future costs to provide actionable insights to project and program stakeholders. The PMIS utilizes Oracle Primavera Unifier as its cost management platform along with Oracle Primavera P6 for planning and scheduling.
Collaborates with project management teams and other Airports Authority groups to gather and analyze data from multiple sources, ensuring accurate cost records and predictions.
Develops and maintains cash flow projections for internal planning, annual budgeting, periodic bond sales, use and lease agreement negotiations, and other stakeholder requirements.
Prepares recurring reports and presentations, and maintains dashboards and visualizations to communicate program costs, trends, and performance metrics for project staff, management, and executive leadership. Also prepares ad-hoc analytical reports and presentations as directed by the Cost Engineer Supervisor.
Conducts cost variance analysis and generates detailed reports highlighting exceptions and recommendations for cost optimization.
Conducts cost risk assessments and sensitivity analyses to evaluate the potential impact of cost uncertainties and changes on project budgets and schedules.
Develops and implements advanced analytics models to enhance predictive costing and budgeting methodologies.
Stays updated on industry best practices, trends, and innovations in cost engineering and project management, incorporating relevant knowledge and insights into the Airport Authority’s cost management processes.
Develops and implements cost allocation methodologies for distributing program-level costs to individual projects.
Assists in the budgetary reprogramming process between projects to maintain adequate funding for ongoing projects and assists in the annual capital budget development for both new and existing projects.
Provides training and support to program/project teams for both sound, data-driven cost management practices and the use of the Airport Authority’s various systems including its Enterprise Resource Planning (ERP) system and the PMIS.
Performs other duties as assigned.
Qualifications
Seven years of progressively responsible experience in construction project controls including cost engineering delivering large-scale public capital projects and infrastructure. An equivalent combination of education and experience may be considered.
Knowledge of industry standards for project controls and management to monitor industry trends and align policies and procedures with best practices.
Knowledge of Architect/Engineer project management practices and standards, industry forecasts, and economic indicators and the ability to apply them to ensure that project costs are quantified and priced in accordance with current and forecasted market conditions.
Ability to work collaboratively across different teams and disciplines with a focus on team building and customer service.
