Summary
The Director, Licensing is responsible for leading the development, evaluation and licensing of new transmission and generation projects as well as coordinating the relicensing of existing projects and implementing new license conditions and settlement agreement obligations, including the construction of environmental and recreation enhancement projects.

This is a People Leader role that requires strong communication skills to be able to interact with various departments in service of licensing priorities including Legal, Finance, and others. General technical knowledge of licensing for energy facilities and/or environmental issues related to energy facilities, state and federal regulations; and economics/budgeting will be helpful.

Responsibilities
- Oversee the development, evaluation and licensing of new transmission and generation projects. Expenditures associated with licensing range from $10 million to over a billion dollars.
- Supervise the Licensing Managers and provides policy guidance regarding licensing and commitment implementation to ensure timely preparation of acceptable license and permit application materials and completion of implementation and compliance activities.
- Work at Departmental and Business Unit level to assure intra-Authority cooperation regarding projects being relicensed and implementation of relicensing settlement agreements.
- Supervise the Licensing Managers and provide guidance in how to address federal, state and local regulatory agencies to ensure the accurate and efficient flow of information and good cooperation for specific projects. On occasion, be the "public face" of licensing for NYPA in the area of its projects. Develop strong, positive relationships with a broad range of stakeholders and other NYPA Departments.
- Supervise the Licensing Managers and provide guidance for management of stakeholder communication, project schedules, budget accountability and expenditures associated with licensing, implementation and compliance.
- Assure development and training of Division staff to optimize their talents and contributions. Facilitate succession planning.
- Level of Decision-Making:
- Select subordinates with concurrence of Vice President - Licensing, Acquisition and Project Development.
- Recommend procedural, policy, methodological initiatives to Vice President - Licensing, Acquisition and Project Development and develop same with Division staff.
- Develop Division and capital budget with concurrence of Vice President - Licensing, Acquisition and Project Development.
- Negotiate and resolve policy issues, in concert with VP- Projects and Business Development.
- Negotiate agreements with outside bodies for furtherance of objects with guidance from with Projects and Business Development.
Knowledge, Skills and Abilities
- Possess a detailed knowledge of NYPA and site-specific operations to relate such information to staff, headquarters, the media, public officials, community leaders as well as the general public. Knowledge of industry-wide developments is important. General technical knowledge in engineering and design of energy facilities; environmental issues related to energy facilities, state and federal regulations; and economics. Knowledgeable in the areas of: construction management and operation of energy facilities and related environmental mitigation and protection measures, basic finance, accounting and budgeting methods.
- Strong interpersonal, communication, negotiation and managerial skills.
- Capable of balancing multiple projects and responding quickly and appropriately to changing conditions.
- Ability to understand and critique technical information.
- Effective presentation skills to communicate with various public groups, stakeholders, the media, thought leaders and NYPA employees. Ability to translate complex issues and technical information to common lay terms.
- Strong problem-solving skills to define problems clearly and develop recommendations for resolution. Ability to gather information, through questioning and investigation, interpret and analyze that information for decision-making relevant to organizational issues, trends and objectives.
- Ability to work with direct reports, senior managers, other Authority personnel and outside consultants to establish strategically consistent actions and responses to current and emerging issues in project relice
