Agency Description
The Philadelphia Streets Department and the divisions within it are responsible for the City's vast network of streets and roadways. Included among many duties are the ongoing collection and disposal of residential trash and recyclables, as well as the construction, cleanliness, and maintenance of our entire street system.
The Streets Department's mission is to provide clean, green, and safe streets in a cost-effective and efficient manner. The department delivers a number of City services that are critical to maintaining the public health and safety in our communities. These essential services include, but are not limited to, curbside trash and recycling collection, maintaining all traffic control devices and street lighting, the construction and maintenance of 320 bridges and 2,525 miles of streets and highways and snow and ice removal.
Job Description
Position Summary:
The position is responsible for assisting the Streets Commissioner in ensuring the functions within the Streets Department fulfill their core missions. This includes leading strategic and high-priority cross-divisional initiatives to coordinate activities through senior managers throughout the department, and acting, on behalf of the Commissioner as assigned during meetings. The position also assists in supporting effective engagement of Streets Department staff with other public and private sector stakeholders. Key activities include strategic planning, policy and program development, internal and external partner engagement, and administrative management.
The Chief of Staff reports directly to the Streets Commissioner and works collaboratively with other key Streets Department staff members, including the Deputy Commissioners of Sanitation and Administration.
Essential Functions:
- Policy and Program Planning: Lead collective impact work across divisions to develop a common agenda, establish cooperation and collaboration, measure success, and launch pilot activities around key issue areas such as Recycling, and Clean & Green initiatives; organizes and coordinates teams to bring about consensus and ensure optimal organizational execution.
- Legislative Initiatives: Oversee the department’s efforts to understand and provide guidance on matters coming before City Council that have an impact on the Streets Department’s operations; supervises the Department’s Legislative and Regulatory Affairs Manager who coordinates such matters on a day-to-day basis.
- Internal and External Communication and Partner Engagement: Collaborates with the Department’s communications team in developing communication tools to keep the Mayor’s Office, City Council and other parts of City government aware of challenges, recent accomplishments, and new services related to the Streets Department.
- Strategic Planning: Provide strategic support to the work of Streets Department functions. Manage working groups and collaborative structures to strengthen relationships, information sharing, and achieve impact.
- Administrative Management: Provides oversight and guidance to administrative-related projects to help achieve higher levels of efficiency and performance.
