The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-14, you must have at least three and a half years of experience as a practicing attorney handling labor and employment law matters with at least 2 years of that experience at the GS-13 or equivalent level. In addition to the qualification requirements identified above, in accordance with Treasury's Department-wide policy on employment in the excepted service, one year of time-in-grade is required prior to being placed into a Treasury position at the next higher grade level, if the attorney worked in the Federal government within the previous 52 weeks.
