Your Specific Responsibilities:
This position serves as a team leader for the Policy & Guidance Unit for the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser, and Reemployment Services and Eligibility Assessment (RESEA) programs. Additionally, this position assists with motivating and supporting the team to maintain high morale and productivity, to include setting and aligning team goals with program objectives, tracking project milestones and adjusting plans to meet deadlines. Additionally, the incumbent in this position:
• Supports unit supervisor with coordinating unit projects and assignments across all programs assigned to the unit, ensuring timely and effective completion.
• Ensure timely and accurate processing of provider applications and renewals.
• Collaborates with workforce partners to identify high-demand training programs and support strategic talent development initiatives.
• Supports the registered apprenticeship function at both the state and local levels.
• Ensures compliance monitoring and performance reporting in accordance with federal and state guidelines.
• Reviews and analyzes federal and state laws to create and update policy, processes and procedures.
• Identifies opportunities and makes recommendations to leadership on improving and creating efficiencies to programmatic processes and procedures.
• Provides technical assistance and delivers related training, as needed.
• Assists with developing and implementing resolutions for federal and/or state audits and reviews.
• Researches, identifies and makes recommendations regarding promising and best practices to management and LWDBs to support efficiency and effectiveness.
Required Knowledge, Skills, and Abilities:
• Knowledge of WIOA, Wagner-Peyser, and RESEA programs, including federal and state laws, regulations, and guidance.
• Knowledge of local workforce development board (LWDB) structure, administrative and operational requirements.
• Knowledge of policy development processes and how to translate legislation into actionable guidance.
• Ability to identify and incorporate best/promising practices in workforce development and continuous improvement methodologies.
• Ability to guide and support a team in achieving unit goals and completing daily tasks, efficiently and effectively.
• Ability to identify operational inefficiencies and recommend improvements.
• Ability to build collaborative relationships with internal and external partners.
• Ability to interpret, explain and create policy/policy updates for federal and state workforce laws and regulations.
• Ability to develop clear, concise, and actionable policy guidance for diverse audiences.
• Ability to manage multiple priorities and deadlines while maintaining attention to detail.
• Ability to synthesize complex information and present it in a user-friendly format.
• Analytical and critical thinking skills and ability to review, interpret, and apply related workforce laws, policies and guidance.
• Effective communication skills – both written and verbal, for drafting policy, providing technical assistance, and collaborating with stakeholders.
• Training and facilitation skills, to include the ability to develop and conduct training.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
• Bachelor’s degree from an accredited college or university in a related field such as political science, public administration, business administration/management, social science, etc. or four years of equivalent work experience that is relevant to this position.
