POSITION: Solid Waste Enforcement Officer

SALARY: $22.70-$26.31, per hour DOE

REPORTS TO: Solid Waste Program Manager

LOCATION: Public Works & Utilities Nespelem, Washington

Basic Functions:  This is a non-exempt position. Investigate illegal dumping activities that occur within the Colville Indian Reservation boundaries. Patrol the reservation and issue citations and/or warnings and will respond to complaints and communicate with the public using the highest level of respect, professionalism, and diplomacy.

MINIMUM QUALIFICATIONS:

Education and Training: 

• The position typically requires an AA degree and two years of experience in permitting, solid waste code enforcement, or related field. 
• Requires a valid driver’s license and requires a commercial driver’s license (CDL) with a class “B” endorsement with CDL Class "A" preferred to be eligible for the Tribes’ vehicle insurance. 
• Requires a First Aid and CPR card or ability to obtain within 90 days of hire. 

Knowledge, Skills, and Abilities: 

• Requires working knowledge of zoning and land use regulations, and municipal codes that govern land use, parking, signage, and a variety of other community commerce and activity. 
• Requires working knowledge of project management principles and techniques. 
• Requires sufficient knowledge of personal computers to access and use common office productivity software. 
• Requires sufficient English language skill to document work activity prepare routine correspondence and communications materials. 
• Requires sufficient human relations skills to convey technical concepts to external customers, to exercise patience when dealing with verbal confrontation, and to speak to individuals and small groups in public settings.
• Requires the ability to carry out the responsibilities of the position. 
• Requires the ability to identify and respond to community issues and concerns regarding illegal dumping. 
• Requires the ability to learn, apply and interpret all applicable codes, laws, and due process within the responsibility of the position. 
• Requires the ability to engage in productive discussions with customers, diffuse arguments, resolve conflict, and/or negotiate solutions. 
• Requires the ability to recognize choices and alternatives when dealing with land use, nuisance, and municipal code issues.  
• Requires the ability to make sound and logical decisions in conformance with established laws and codes. 
• Requires the ability to organize data and prepare testimony. 
• Requires the ability to work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the Tribe and its services.
• Requires the ability to obtain a First Aid/CPR card.
• Requires the ability to learn GPS and associated hardware and software.
• Requires the ability to operate and maintain equipment such as four-wheel vehicles, cameras and various types of radios.
