Title:
Strategic Nuclear Command, Control, and Communications Integration SMEKBR is seeking a Strategic Nuclear Command, Control, and Communications (NC3) Integration Subject Matter Expert (SME) to provide on-site support to Headquarters Combat Forces Command (HQ CFC) located on Peterson Space Force Base in Colorado Springs, CO.
A strong candidate can analyze and evaluate NC3 programs including ITW/AA, missile warning / tracking, survivability / endurability, satellite communications, US Nuclear Detection System, command and control systems, cybersecurity, and communications. This position helps ensure NC3 capabilities are integrated into Combatant Command plans and directives and ensures enterprise-wide integration and delivery of NC3 capabilities across all Deltas and supporting the nation’s NC3 and ITW/AA capability.
In this position, you will:
Key Responsibilities:
- Identify ITW/AA impacts/interaction and develop recommendations.
- Review system modifications and the acquisition of systems to support command missions which includes defining and characterizing operational / mission needs/issues.
- Participate in strategic planning for ITW/AA programs to improve organizational direction and focus to improve operations, weapons, weapon systems, weapons systems support, acquisition, training, and long-range strategies to inform decisions. This includes support to nuclear enterprise meetings.
- Prepare/Review plans, budgets, and schedules for ITW/AA programs and that support fiscal planning processes. Support includes identifying operational mission impacts and risks associated with funding decisions, documenting and identifying non-standard or emerging operational requirements, assessing impact on assigned programs, and developing recommendations / COAs for potential corrective actions.
- Develop and maintain currency of operations program documentation. This includes creation of organizational charters, system concepts, programming messages, requirements documents, mission directives, manpower assessments, test plans, Defense Readiness Reporting System, Status of Reports System, Designed Operational Capability statements, Mission Essential Task List, Operational Integrated Mission Delivery documentation, and weapon system fielding and operational acceptance reports.
- Travel may be required for limited durations to support Customer events.
Qualifications:
Required:
- An active Top Secret clearance with SCI eligibility is required, which is something only a U.S. citizen can obtain.
- 10 plus years of NC3-related experience related to primary responsibilities (e.g., USSTRATCOM, NORADUSNORTHCOM, ITW/AA operations, nuclear force management) and including experience with NC3 weapon systems / platforms (e.g., ITW/AA, missile warning/tracking, survivability and endurability, satellite communications, US Nuclear Detection System, command and control systems).
- BA/BS degree (5+ years of relevant experience may substitute).
- Headquarters experience with nuclear matters in the US Space Force, US Air Force, Combatant Command, CFC, Space Systems Command or equivalent.
- Experience with providing strategic advice, technical guidance, analysis and recommendations
- Ability to multi-task and produce high-quality products in a high-tempo, collaborative environment.
- Proficiency with Microsoft Office Suite (i.e., Word, Excel).
- Excellent oral and written communication skills.
- Accustomed to professionally working with military senior leaders, offices, directorates, and action officers.
Desired:
- Experience with Joint- or Service-level strategy and/or concept development.
- Experience with Joint Capabilities Integration and Development System (JCIDS) processes.
- Experience in nuclear acquisitions, operations, and research/laboratory/science and technology.
- Enterprise Task Management Tool proficiency.
- DAF/military logistician experience with supplying units, logistic support plan development, MOU/MOA development, coordination with logistic agencies (DLA, LRS, S4, etc.).
- DAF/military acquisition professional experience (SSC, AFMC, AFIMSC, etc.).
- DAF/military resource management experience with POM/UFR development, identifying processes for funding plans, projects, programs, studies, engage with resourcing agencies (S8, CSRO, SAF/SQ, CAPE, etc.).
- DAF/military emergency management experience in CBRN-D and developing, organizing, and implementing CBRN exercises, coordination with emergency management organizations (First responders, acquisition, sustainment, S7, etc.).
