Summary

Under limited direction, plans, directs, and manages the operation, maintenance, repair, rehabilitation, and construction of the City's transportation and stormwater infrastructure systems. Responsible for ensuring safe, efficient, and sustainable service delivery through effective leadership, workforce development, infrastructure asset management, regulatory compliance, budget administration, and customer service. Develops and implements operational strategies, capital improvement initiatives, preventative maintenance programs, and emergency response activities to support the City's long-term infrastructure goals. Responsibilities include oversight of public streets, rights-of-way, sidewalks, bridges, storm drainage systems, traffic control devices, street sweeping operations, mosquito control programs, and related infrastructure assets.  Reports directly to the Public Works Director.

Examples of duties

Education:       Bachelor’s degree in Civil Engineering, Construction Management, Public Administration, Environmental Science, Transportation Infrastructure Management, or a related field.Experience:     Six (6) years of progressively responsible experience in public works, transportation, stormwater, construction, or infrastructure operations, including at least three (3) years in a supervisory or management role.Certifications:  
  • Valid driver's license
Preferred:        
  • Certified Erosion Prevention and Sediment Control Inspector (CEPSCI Certification)
  • Certified Stormwater Plan Reviewer (CSPR Certification)
Note:
  • The City retains the right to determine equivalencies.
  • Any certifications not possessed at hire, must be obtained before the employee is removed from probation in order to continue employment with the City.

Qualifications

Must be physically able to operate swing bridge, street sweeper, dump truck, motor grader, loader, roller, back hoe, transit, level, drafting instruments, carpentry tools, chain saw, pipe saw, and a calculator.  Must be able to exert up to fifty pounds of force occasionally, and/or up to twenty-five pounds of force frequently, and/or up to ten pounds of force constantly to lift, carry, push, pull or otherwise move objects.  Must be able to lift and/or carry weights of ten to one hundred pounds.

ESSENTIAL JOB FUNCTIONS
 
Provides leadership, supervision, and direction to Streets & Drainage Division personnel.
 
Oversees hiring, onboarding, training, performance management, employee development, succession planning, and disciplinary actions.
 
Establishes performance expectations and service standards while fostering a culture of safety, accountability, professionalism, and continuous improvement.
 
Coordinates workforce assignments, staffing levels, work schedules, and emergency response operations to maximize efficiency and service delivery.
 
Plans, manages, and oversees the maintenance, repair, rehabilitation, and construction of streets, sidewalks, rights-of-way, bridges, culverts, drainage systems, and related public infrastructure.
 
Administers the City's pavement management program, including condition assessments, lifecycle planning, maintenance prioritization, and capital replacement forecasting.
 
Utilizes asset management systems, GIS technologies, work-order management software, and performance metrics to support data-driven operational decisions.
 
Conducts routine field inspections to evaluate infrastructure conditions, monitor project progress, and ensure compliance with established quality standards.
 
Ensures compliance with federal, state, and local environmental regulations, permits, and reporting requirements.
 
Supports resiliency initiatives and sustainable infrastructure practices that protect public assets and 
 
natural resources.
 
Develops, administers, and monitors the division's annual operating and capital budgets.
 
Assists in identifying infrastructure needs and developing short-term and long-term capital improvement plans.
 
Oversees procurement activities, contract administration, and purchasing functions in accordance with City policies and procedures.
 
Develops technical specifications and participates in the evaluation and acquisition of equipment, vehicles, materials, and contracted services.
 
Coordinates and oversees construction, maintenance, and capital improvement projects performed by City personnel and external contractors.
