The Opportunity

Health Electrification and Telecommunication Alliance (HETA) is a Global Development Alliance implemented by Abt Associates in partnership with USAID’s Power Africa with a goal to electrify 10,000 health facilities across sub-Saharan Africa. HETA takes a market-based approach to expanding access to reliable energy, leveraging other donor funding and private investment capital, and building public-private partnerships to ensure sustainability. HETA is seeking a Project Management Analyst (PMA) to support the project’s country portfolio and partnerships. 

Core Responsibilities

  • Facilitate and/or coordinate activities of projects, including start up, day-to-day activities of the project including regular client and internal team meetings/communications, and close out. 
  • Support development and review of client and internal reports and deliverables.
  • Participate in the procurement process for vendor selection and vendor/subcontract/ consultant management and track progress. 
  • Identify hiring needs and support the hiring process, including onboarding of new staff. 
  • Create/review scopes of work for local nationals/short-term technical assistance/consultants/subcontracts. 
  • Identify risks and monitor the risk registry, escalate items as needed. 
  • Manage due diligence process, including collecting data from prospective partners, requesting reports and drafting due diligence memos. 
  • Support and participate in weekly/biweekly Project/HQ calls, quarterly contract reviews and division/corporate meetings, taking, collating and sharing notes. 
  • Update project tracking tools on a regular basis. 
  • Manage internal AGI/Knowledge Hub content and uploads.
  • Support completion of annual workplans and other technical deliverables. 
  • Travel to provide technical support to project team as required.
  • Support event planning and scoping trip development. 
  • Coordinate, schedule, update and manage calendar invites, with a focus on senior management team calendars. 
  • Support grant-making process as needed. 

What We Value

  • Bachelor’s Degree + Two years of relevant experience, or Master’s Degree.
  • Relevant project management and technical delivery experience in renewable energy, health, private sector, and/or market development. 
  • Prior experience working on large, complex USAID-funded projects is required. 
  • Willingness to travel to priority countries. 
  • Prior experience living or working in Africa (short or long term) especially in challenging operating environments/contexts preferred. 
  • Demonstrated analytical skills, writing skills and communications skills are strongly preferred. 
  • Strong organizational and communication skills.
  • Strong writing skills.
  • Attention to detail and a proactive working style are essential. 
  • Basics of risk management and documentation.
  • Foundational understanding of procurement and budgeting processes.
