About the role

Directs, plans, and develops all aspects of Dallas County’s human resources policies, objectives, and initiatives related to recruiting, hiring, onboarding, employee development, employee relations, compensation and benefits, risk management, employee services and compliance with local, state, and federal regulations.

Management Scope: Directs a staff of generally thirty (30) staff members that support over 8,000 County employees. Oversees staff related to function and provides direct supervision for all staff. Directs oversight for creating and monitoring the departmental budget of approximately $15M. 1. Plans, organizes, directs, and manages the daily operations of the human resources function and provides professional expertise to staff in the area of human resources issues.

2. Develops, implements, and directs human resources-related policies, procedures, and programs to ensure compliance with local, state, and federal laws applicable to the human resource functions in the County. Establishes goals, objectives, and performance measures for divisions including risk management, benefits, employment, compensation, employee relations, staff development, and training; and develops process improvements as well as policies and procedures.

3. Develops and implements programs and initiatives to improve efficiency and increase productivity and service levels. Designs and implements metrics to align with OKR and tracks goals. Assigns and monitors the progress of projects and overall productivity of the department.

4. Maintains a working knowledge of all laws and guidelines and advises commissioners’ court, elected officials, and department heads of legal policy requirements to facilitate decisions that affect county operations. Attends conferences and training to gain information to align laws with county polices.

5. Assesses human resources issues and implements a corrective action process to prevent the reoccurrence of the actual problem. Collaborates with the Director and keeps the Director informed of decisions and /or actions.

6. Prepares and monitors the departmental budget.

7. Assumes the duties of the Director of Human Resources in his or her absence. Serves as a liaison between departments and elected officials and serves on boards and commissions as assigned.

8. Performs other duties as assigned. Education, Experience, and Training:
Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Human Resources, or in a job-related field of study. Seven (7) years of professional work-related experience in human resources, to include five (5) years of management experience.

Special Requirements/Knowledge, Skills & Abilities:
Skilled in the use of standard software applications. Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments, and the general public. Knowledge of state and federal labor laws including but not limited to FMLA, FLSA, EEO, and affirmative action laws.

Physical/Environmental Requirements:
Standard office environment.
