About the role

                 The Human Resources Specialist will assist in the administration of Human Resources functions to include recruiting, hiring, equal employment opportunity, benefits, DOL coordination, labor relations, company policies and procedures, and security programs/clearances. Maintains and updates personnel files and submits documents and information to company HR as required. Assists with payroll administration as directed and supports other members of the management team as needed. Performs tasks with minimum supervision. Serves as a Point of Contact for site employees.

      The essential functions include, but not limited to, the following duties:

      • Administers program compliance with company Human Resources policies and procedures.
      • Serves as a link between management and employees by handling questions, interpreting, and administering polices and helping resolve work-related problems.
      • Administers program personnel, recruiting, and staffing programs.
      • Assists in personnel processing, which may include arrangement for background investigation, drug testing and physical exams, and security clearance documentation.
      • Assembles New Hire and Safety packages for new employees.
      • In-processes of newly hired employees according to Company policy.
      • Schedules, coordinates, and participates in new employee orientation training.
      • Maintains, controls, and updates sensitive personnel files, information, and records.
      • Reviews and posts company staffing and other posting requirements on designated site bulletins.
      • Coordinates benefits questions & issues with company HR as required.
      • Administers the program drug and alcohol awareness program.
      • Coordinates pre-employment, random, reasonable cause, and post mishap testing.
      • Maintains security of employee medical records and drug screen testing results.
      • Coordinates and assists management team in processing troubled reports in accordance with company and program Policies and Procedures.
      • Complies with the Program Management Office’s reporting requirements.
      • Maintains positive working relationships with site divisional counterparts.
      • Maintains updated employee list, headcount and call list.
      • Prepares and submits HR forms and data recording personnel transactions as required by company policy and procedures.
      • Maintains confidentiality of all employee payroll and personnel information handled in the performance of duties.
      • Provides training to other employees in HR administration, security, and benefits duties as directed.
      • Performs other job-related administrative duties as assigned.

      Qualifications:

      • HS diploma required, and college hours preferred and/or other civilian schools with equivalent curriculum or two (2) years of on the job training and/or Human Resources hands on experience preferred.
      • A working knowledge of EEO programs associated with employment and Affirmative Action and Collective Bargaining Agreements; including laws, rules and negotiations is desired.
      • Must have advance knowledge of Microsoft Office software (Word, Excel, Power Point)
      • Must be willing to work a flexible schedule.
      • Must be willing and able to deal with the customer and company employees in a courteous, professional, and effective manner.
      • Must be able to read, write, speak, and understand English.
      • Must be willing and able to obtain and maintain a security clearance.

      Physical Demands

      This classification activity is usually accomplished in an office-like environment and as such requires the scope of physical movements and postures normally associated with office activities.  May occasionally be required to lift objects whose weight exceeds 30 pounds.

      Work Demands

      The diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment that is typical of an office setting.  May be required to work in areas where high noise hazards prevail.  May be exposed to fumes or airborne particles.
