About the role

TechFlow, Inc. is looking for an experienced Project Manager to join at an SME level who will support our Department of Homeland Security (DHS) team on a Digital Transformation by providing knowledgeable and innovative insights into technology products or services across all Information Technology (IT) portfolios, strengthening cybersecurity, IT acquisition, IT security, executive oversight, and promoting the use and deployment of best of breed technologies using a unified framework for collectively managing IT investments. The ideal candidate will be an excellent leader and will have experience in managing staff of different disciplines to produce results in a timely manner. They will also be able to develop efficient strategies and tactics. The goal is to ensure that all programs deliver the desirable outcome to the organization.


Responsibilities

  • Leads strategic planning initiatives in a select technical or functional area
  • Meets with management and the team members frequently to propose initiatives, help foster adoption of technologies and establish priorities.
  • Manages long-term IT projects, performs design evaluations, and works to complete projects within budget and scheduling restraints
  • Develops and implements long-term IT roadmaps and strategy, and monitors alignment of tactical activities
  • Performs risk management, including identifying, prioritizing, and mitigating risks, and communicating and escalating risks and issues
  • Provides the ability to manage projects that may vary by project type (i.e., a new project, an existing project, a project being transitioned from another delivery provider, etc.), size, complexity, project life cycle phases, development methods (e.g. SCRUM, spiral, etc.)
  • Supports the development of briefings, agendas, and other general documentation support as directed, including training material and demonstration sessions for new and existing technologies to various DHS stakeholders
  • Supports a continuous improvement process by providing recommendations on improving products, services, and processes
  • Develops communication plans
  • Develops and manages project schedules, including integrated project schedules, and plans using the tools as defined by the Government (i.e., Microsoft Project, JIRA)
  • Supports management of projects within schedule and budget and defined by the Government
  • Ensures the team delivers Agile development artifacts, which will include Project Sprint/Product/Release Backlogs, Burn-downs/ups, Team Velocity, RTM, etc.)


Requirements

  • Bachelor's or Master’s degree in computer science, information systems, or a related field (project management and/or general business management)
    • General work experience may be substituted for education. The requirement for education levels can be substituted at the rate of 1.5 years of experience for every year of education. An associate’s degree is 2 years of education, a Bachelor’s degree is 4 years of education, and a Master's degree is 6 years of education. The work experience to be substituted for education must be in a relevant field such as Information Technology, Information Security, or an MBA. The years of specific experience used for satisfying an education requirement cannot also be used as filling the work experience requirement.
  • 11+ years of experience in project management
  • Ability to obtain and maintain Public Trust

Preferred Qualifications

  • Program/Project Management Professional (PMP) Certification
  • Working understanding of federal data services models and frameworks to support the project team to meet client requirements
  • Prior experience with PMO support for government agencies
  • Demonstrated ability to work with senior leadership to set and manage realistic program goals and metrics
