About the role

OVERVIEW

We are partnering with a leading healthcare technology company to hire a Principal, Technical Program Manager. This organization — launched in January 2025 — provides the technology backbone and digital capabilities for nonprofit, community, and regional health plans nationwide. It is part of a family of companies under a nonprofit parent entity that also includes a major California-based health plan and a clinical services company.

You will lead and drive the technical execution for the separation of entities within this newly restructured family of companies. This is a massive, complex decoupling of shared infrastructure, applications, and data estates. You will not just track dates — you will architect the sequence of the separation, negotiate dependencies with stakeholders, and apply a product/agile mindset to what is traditionally a waterfall process (a hybrid environment). Once the separation is stabilized, your scope will pivot to leading high-profile technology modernization efforts including cloud-native transformation and AI-enabled platform buildouts.

Must be eligible to work on W2 without sponsorship. Not eligible for C2C.

  • Pay Rate: $85 – $110/hr
  • Duration: 6-month contract-to-hire
  • Location: Hybrid; 2x/week in office — San Diego, Long Beach, Sacramento, Rancho Cordova, or Oakland (SF Bay Area)
  RESPONSIBILITIES  
  • Lead the end-to-end technical separation program encompassing both Infrastructure (Network, Identity & Access Management, Cybersecurity) and Applications (ERP, HRIS, Clinical Systems, Claims, Enrollment)
  • Architect the sequencing of the separation, identify critical path dependencies, and drive resolution across workstreams
  • Run the program using Agile principles within a fixed-date environment, delivering value and reducing risk through iterative execution and continuous reprioritization
  • Lead through influence in a matrix-managed environment — working with Platform Owners, Engineering Leads, Architects, and Security teams to drive strategy execution through technical competence and clarity of vision
  • Serve as the primary conduit between the technical engine room and the Executive Suite; translate complex technical risk (subnet migration, Active Directory entanglements, data center failover) into business continuity impacts for leadership
  • Ensure the "Separated State" advances toward a modern, cloud-native future — block "lift and shift" shortcuts that create long-term technical debt
  • Partner with Risk Management and Controls Assurance teams to maintain compliance with HIPAA, PCI-DSS, SOC 2, HITRUST, and other regulatory frameworks throughout the transition
  • Coordinate the separation of collaboration platforms (Exchange Hybrid/Online, Teams, SharePoint, OneDrive) and identity management infrastructure (Active Directory, SSO, MFA) with minimal operational disruption
  • Align separation activities with the organization's ongoing AI platform development and healthcare technology integrations (Salesforce Health Cloud, Data Cloud) to prevent delivery conflicts
  • Drive financial investment planning for separation workstreams in partnership with Finance and IT leadership — including cost-benefit analysis, risk-reduction modeling, and budget tracking
  • Post-separation, lead technology modernization initiatives including CI/CD pipeline implementation, infrastructure-as-code adoption (Terraform, Ansible), and containerization strategy (Docker, Kubernetes)
  QUALIFICATIONS

Required:

  • 12+ years of technical program management experience, with at least 5 years at a Principal/Lead level
  • Demonstrated experience leading complex corporate separations, divestitures, or post-merger integrations (e.g., Active Directory entanglements, shared data centers, contract novation, network segmentation, application disentanglement)
  • Fluency in Cloud Infrastructure (Azure/AWS), Identity Management (Active Directory, SSO/MFA, IAM), and Enterprise Applications (ERP, HRIS, CRM)
  • Proven ability to lead high-stakes initiatives as an individual contributor, influencing senior leadership and mobilizing cross-functional teams without direct authority
  • Track record of translating complex technical concepts for executive audiences and maintaining program visibi
