Bring clarity to complexity as a Systems Analyst with GDIT. You’ll translate mission needs into actionable requirements and data-driven decisions for Consolidated Afloat Networks and Enterprise Services (CANES) and related Navy tactical network efforts with NIWC Pacific (Codes 55131/55132/55133) in support of PMW-160. Your analysis will span ashore, afloat, subsurface, airborne, mobile, and joint environments, accelerating delivery of resilient, interoperable capabilities to the Fleet.

MEANINGFUL WORK AND PERSONAL IMPACT

  • Elicit and decompose capabilities into measurable functional/performance requirements, verification objectives, and acceptance criteria for new builds and tech refresh.

  • Develop and maintain Requirements Traceability Matrices (RTMs) in DOORS; align operational needs to technical specs, test cases, and results.

  • Perform trade studies, alternatives analyses, and cost/schedule/performance/risk assessments; provide clear recommendations to IPTs/WIPTs and leadership.

  • Produce/curate SE artifacts: concepts of operations, interface definitions, data dictionaries, ICD/SRS inputs, SEPs/EIPs, test plans/reports, BoMs, and program briefings.

  • Support architecture products (DoDAF views) at enterprise/tactical/system levels; map interfaces across enclaves and transport paths.

  • Partner with IA teams on RMF touchpoints (IATT/ATO evidence, STIG posture, POA&M data) and ensure analysis artifacts support A&A packages.

  • Plan/assist DT&E, SOVTs, TRRs, and Operational Assessments; perform defect triage, root-cause analysis, metrics/OKRs, and readiness reporting.

  • Execute configuration status accounting in CMPro; track CCB/PTRB actions, baselines, deviations/waivers, and implementation status.

  • Prepare installation/fielding analysis (site surveys, BESEP/STEDP/IDP inputs, risk/impact assessments) to minimize operational disruption.

  • Build dashboards and ad-hoc analytics (e.g., Power BI/Excel/SQL/Python) for performance, cyber posture, and lifecycle/obsolescence insights; drive process improvement (Agile/DevSecOps/ITIL).

WHAT YOU’LL NEED TO SUCCEED (Required):

  • Security Clearance:  Active Secret clearance

  • Experience:

    • 5+ years systems/business analysis for enterprise or tactical networks, including requirements engineering, trade studies, and test/installation support.

    • Hands-on with DOORS (or equivalent), RTM development, and SE artifact creation; familiarity with CM and change workflows (CMPro or similar).

    • Working knowledge of RMF artifacts, DISA STIG alignment, and how cyber posture influences system requirements and acceptance.

    • Proficiency in data analysis/visualization (Excel pivot/power tools, Power BI/Tableau) and creating decision-quality briefs.

  • Skills/Tools: DOORS, Jira/Confluence, Visio/modeling tools, CMPro (or equivalent), MS Project/Smartsheet; strong stakeholder facilitation and technical writing.

  • Education: BS/BA in Systems/Industrial Engineering, Operations Research, Computer Science/Information Systems, or related field (equivalent experience may substitute per GDIT policy).

  • Certifications: DoD 8570/8140 IAT-II baseline (e.g., Security+ CE) within 90 days of start.

  • Work Location: Onsite San Diego, CA (NIWC Pacific). Limited CONUS/OCONUS travel to labs, shipyards, and fleet concentration areas per tasking and installation/test events

  • Position Availability: Position is pending final contract award.

  • US Citizenship Required

WHAT WE’D LOVE FOR YOU TO HAVE (Desired):

  • Prior support to NIWC Pacific and/or PMW-160 (CANES, ADNS, or similar Navy tactical network programs).

  • MBSE/SysML experience (Cameo/MagicDraw), INCOSE ASEP/CSEP, ITIL v4, or PMP.
