Job Summary
Manages and ensures the timely completion of contract requirements for production programs from start to completion to ensure that costs, schedule, lead times, capacity and goals are met, and works closely with Operations and Supply Chain. Assists in providing contractual interface, communication and coordination with internal and external customer on matters pertaining to existing production operations contracts. Uses specific knowledge in production operations and planning to research, plan, communicate and achieve objectives through program/project team. Ensure production readiness for new programs and awards. Engage in production engineering decisions during new product integration. Develop and execute plans required to meet or exceed all contract and Internal Operating Plan.
Works closely with Engineering to manage a development program or a project. May need to intercede with Engineering Management to accomplish objectives. Work outcomes may encompass product development, services or both. Manages and ensures the timely completion of specific, defined technical programs or projects. Oversee a team or portion of a program to plan, track and execute project plans from start to completion using specific technical knowledge. Provides resolution to a diverse range of complex problems. Uses judgement within defined policies and practices.
Job Responsibilities
- Serve as the primary interface with the customer on all matters involving program execution.
- Manage program budgets for labor, material, travel and purchased services against approved program baseline. Provide monthly estimate at completion (EAC) and regularly report program status to senior management.
- Prepare and present monthly program reviews in support of annual and strategic operating plans. Reviews will focus on forecast and actual revenue, cost, and cash flow performance against company targets.
- Lead program integrated project teams (IPT.) Ensure communication and cooperation among cross-functional team members and resolve areas of conflict.
- Formally identify, assess, monitor and mitigate risk throughout the program life cycle. Notify and obtain management approval prior to making decisions that will cause deterioration of established program, cost and schedule objectives. Develop and implement corrective action plans upon realization of program risks.
- Perform variance analysis of schedule and cost on a formal and informal basis and present them to senior management (i.e. earned value management system.)
- Coordinate with Contracts Administration and other departments to resolve issues pertaining to contract requirements, changes, and interpretations.
- Coordinate with other departments on resolution of contractual problems with customers.
- Ensure the contract requirements are executed in accordance with appropriate government regulations and Company policies and procedures.
- Lead cross-functional teams through bid and proposal activities. Ensure that the requirements of the customer requests for proposal are documented in proposals to customer.
- Prepare for and participate in contract/subcontract negotiations. While representing Company’s interests, assure that all government regulatory guidance is adhered to.
- Ensure a timely closeout of completed programs to ensure that all obligations are satisfied, and program documentation is properly recorded.
Qualifications
- 7+ years relevant experience
- Bachelor’s degree or equivalent combination of education and experience
- Experience leading programs through entire product lifecycle from development through sustainment
- Demonstrated knowledge of MRP/ERP with a solid understanding of electro-mechanical assembly operations, bills of material, demand material planning, and the supply chain purchasing process.
- Experience with avionics product development and civil certification programs to include DO-160, DO-178, and DO-254 processes.
- Demonstrated expertise managing proposal development, requirements decomposition, generation of statements of work and basis of estimates, risk management, and continuous improvement efforts including implementation cost reduction and performance improvement efforts.
- Experience with earned value management systems and variance analysis.
- Experience with program finance, contracting, export regulations, engineering, logistics, manufacturing and supply chain management
