Senior Civil Engineer I - Highway Safety

Overview

The Senior Civil Engineer will serve as the Agency of Transportation’s (AOT) Highway Safety Engineer, working within the Traffic Operations Section of the Operations and Safety Bureau. The Safety Engineer will oversee the Highway Safety Improvement Program (HSIP), working closely with Asset Management Bureau and Project Delivery Bureau staff to ensure that HSIP-funded projects are being scoped and delivered in accordance with the HSIP Manual and FHWA requirements. The Safety Engineer will also serve as the subject matter expert for infrastructure-related safety topics. 

This is an exciting opportunity for a motivated individual to work with partners throughout the Agency and beyond to improve highway safety for all Vermonters. With a renewed focus on safety and many new tools available, including systemic screenings and a network screening tool being built for the Agency, there are many opportunities to make highway infrastructure throughout Vermont safer for all users. 

The ideal candidate will bring creative solutions and big ideas combined with the technical skills and determination to bring them to fruition within Agency process and budgetary constraints. 

Examples of potential tasks include: identifying and initiating future Highway Safety Improvement Program (HSIP) safety projects; developing and tracking budgets and Implementation Plans for the Highway Safety Improvement Program; reviewing data and setting priorities for the HSIP program; coordinating with other statewide safety partners (e.g. SHSO, VHSA); communicating with interested stakeholders (e.g. Town officials, Regional Planning Commissions) and the general public. 

Registration as a Professional Engineer is required for this position. Telework and alternative work schedules may be available as outlined in the current State policy.

Environmental Factors

Duties are generally performed in both office and field settings for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Registration as a Professional Engineer and ten (10) years of engineering experience.

Preferred Qualifications

• Ability to communicate clearly and concisely orally and in writing. 
• Strong technical writing skills, including both corresponding with a wide range of people of varying levels of technical expertise, writing engineering guidance documents for Agency staff and consultants, and preparing or reviewing reports for FHWA. 
• Familiarity with VTrans budgeting and project management principles and practices. 
• Familiarity with highway design principles, particularly as they relate to potential safety countermeasures, with a focus on scoping-level work and producing realistic cost estimates for improvements. 
• Familiarity with MUTCD; AASHTO and FHWA publications; VTrans Standards, Specifications and policies as related to highway safety. 
• Ability to determine priorities among simultaneous competing requests and requirements, and track progress on multiple tasks.  
• Ability to interact politely and professionally with Agency staff, law enforcement, municipalities, regional planning commission staff, consulting engineers, and the public on a variety of sensitive issues regarding traffic control devices and highway safety.
