PURPOSE OF THE POSITION
The purpose of this role is to contribute to providing strategic direction and vision to Oxfam America (OUS) in order to deliver on our commitments to be an exemplary partner both internally to Oxfam countries, clusters and regions (CCR), and externally to the suite of partnerships that OUS requires to deliver on its mission. This role is critical to overseeing the systems and processes that respond to the increasing pressure to demonstrate our impact on poverty and inequality while also modelling openness, humility, and collaboration. The position will work with other departments and divisions to develop strategies and initiate and implement projects to support the assessment, analysis, measurement, and improvement of the quality and impact of OUS contributions to external partners and CCR.
This function works closely with the Global Partnership and Impact (GPI) Division, FP&A team, and the Resource Development Division. A successful employee in this position will enable Oxfam America to effectively manage our partnership portfolio in ways that position us to demonstrate the outcomes and impact of our partnerships as a means and as an end, through ensuring that we have robust internal systems, processes and guidance to position us to do that.
PRIMARY RESPONSIBILITIES
•Responsible for overall strategy for the GEP team, including partnerships and program accountability, grants and knowledge management, internal systems for program impact, increasing core staff competencies, and responding to critical information needs of the agency.
•Leads in developing formats for effective program reporting and takes responsibility for maintaining and utilizing this information for the smooth running of the department.
•Works closely with key staff in Human Resources and GEP managers to design staff development and capacity building plans for the department. The role will also include a strong emphasis on training and capacity building in the areas of systems development, accountability, grants management, and administration for themes and functions as required.
•Co- Leads processes with staff of GEP and other relevant GPI departments as appropriate to develop special projects to assess, analyze, measure and improve the quality and impact of OUS contributions to the Oxfam Confederation mission and goals based on OUS’ strategic priorities.
Strategy:
•Provides oversight to the interface between the GEP and the Operations Division specifically regarding grants, knowledge, and financial information.
•Works with Technology and Information Management (TIM) team as business owner of the grant management process, to identify appropriate tools, and data integration as needed.
•Provides oversight to ensure proper grants management procedures covering both unrestricted and restricted funds in OUS’s strategic partner CCR are in place and consistently followed, including but not limited to due diligence procedures, grant reporting and grant agreements (OPA)
•In conjunction with the grants team and regional leads, ensure the preparation and presentation of periodic reports on agency-wide grant making to CCR to senior managers and directors across the GPI Division – including data on general grant performance and OI reporting mechanisms from strategic partner CCR (e.g. One Program Report, Country Annual Operational Report etc.).
•Co-lead the establishment of mechanisms for learning and exchange between OUS and Strategic Partner Countries, Clusters and Regions (SP CCR) and other relevant stakeholders.
•In conjunction with the GEP Director, oversee ongoing UNR budget planning processes and the development of long-term budget plans and analyses.
•Participates in developing the strategic plan for the Department.
•Develops data monitoring and collection systems to track performance indicators for the GEP team as well as other departments as necessary.
Management:
•Manages the grants and knowledge team to ensure high performing and collaborative team members. Establishes and manages performance goals for the team to ensure effectively coordinated and administered plans and budgets for GEP.
