Remote Eligible: Yes, National United States
Travel Requirements: Up to 10%
Salary Range: $90,288 - $135,432 (depending on experience, skills, and qualifications relative to the job requirements)

Position Summary
The Contracts Administrator II maintains overall responsibility for the administration of all Consortium awards and contracts (contract vehicles). The incumbent develops and applies policies and procedures to ensure agency compliance with proposal submissions and contractual terms and conditions. In addition, the Administrator oversees the sub-award/subcontract process, and the administration of procurement contracts. This position works with the Sr. Contracts and Permitting Manager in the development of all contractual vehicles, coordinates activities with program staff and serves as the Authorized Organizational Representative (AOR) with funding agencies. This position necessitates a high degree of ethical conduct and trustworthiness, as it involves handling sensitive information and performing duties critical to the mission and reputation of EarthScope.
Details of Responsibilities
General Essential Job Duties:
- Coordinate the preparation and submission of proposals; supports the proposal lead throughout the proposal process including preparing requirements-driven outline and proposal schedule, leading review of the proposal requirements and submitting the proposal to the respective funding agency.
- Maintain official electronic and hard copy (if applicable) files of all documentation for all proposals, awards and sub-agreements as well as independent contractor agreements.
- Upon notification of funding, attends a kickoff meeting with Project Lead and Project Cost Controller to review contractual terms and conditions as well as project deliverables.
- Oversee and coordinate the submission of amendments for existing awards/contracts.
- Maintain a schedule of contractual deliverables, notify Project Leads of upcoming deliverables, and oversee compliance with the contractual terms and conditions.
- Oversee and coordinate the closeout process of expiring awards/contracts with program staff and project cost controller
- Oversee the administration the sub-awards/subcontract process to include preparation of new agreements and amendments, confers as necessary with Sr. Contracts & Permitting Manager in the development of these agreements.
- Oversee the Tracking of deliverables and monitor compliance with sub-agreement terms and conditions, coordinate deliverables with Project Leads.
- Oversee and coordinate the closeout process of expiring sub-agreements with program staff and project cost controller
- Serves as the Authorized Organizational Representative (AOR) with funding agencies including responding to requests for information.
- Other duties may be assigned as necessary for the successful operation of the business.
